Sh****ns, federal budgets, and owl management.

According to a post last week on oregonlive.com, the Department of State Lands has officially started implementing the federal government's controversial program targeting barred owls in western Oregon.Between multi-million dollar federal plans, habitat politics, and endless agency debates, this latest effort is raising plenty of eyebrows across the state.

As Oregonians spend more time outdoors this fall, a growing trend across the West is worth paying attention to. Wildlife agencies are reporting a sharp increase in negative encounters between bears and people. In some states, bear sightings, property damage incidents, and even attacks have reached record levels this year. Experts believe drought conditions and reduced natural food sources are pushing more bears into neighborhoods, campgrounds, and other developed areas in search of food. At the same time, growing bear populations and expanding human development mean people and bears are crossing paths more often than ever before.

The increase in encounters serves as an important reminder for Oregonians. Many of us spend time in bear country whether we're hunting, hiking, camping, fishing, or enjoying the outdoors with our families. Taking simple precautions can make a significant difference. Secure garbage, store food properly, keep camps clean, and never intentionally feed wildlife. These actions help protect people while also preventing bears from becoming conditioned to human food sources.

Effective wildlife management -- including regulated hunting seasons -- maintains healthy wildlife populations while minimizing negative human-bear conflicts. By staying informed, Oregonians can help ensure their own safety while enjoying Oregon's abundant fish and wildlife resources.

The Oregon Supreme Court held oral arguments on Measure 114 way back in November 2025. It has been nearly a full year of complete silence. Yesterday, a prominent conservative commentator remarked on the air that the Court is intentionally sitting on its opinion until after the upcoming election. Looking at the timeline, it is hard to reach any other conclusion.

Measure 114, approved by voters in 2022, would establish a permit-to-purchase requirement for fi****ms and restrict magazines over a certain capacity. The measure has faced ongoing legal challenges and has not yet been fully implemented.

There is no legitimate judicial reason to stall a decision affecting the constitutional rights of law-abiding Oregonians for this long. And if this delay is meant to avoid a pre-election backlash, that is simply unacceptable. Judges are supposed to be independent arbiters of the law, not political strategists timing decisions around ballot boxes.

Oregon voters deserve a judicial system that operates with transparency, not a deceptive or politically driven process aimed at delaying decisions that many will disagree with. Sportsmen and women across Oregon remain hopeful this is not the case, but all indications suggest otherwise.

Today, OHA proudly testified in support of the proposed cougar reduction plan to manage excessive levels of predation in the Trout Creek Mountains for the benefit of bighorn sheep and mule deer.

We thank the Oregon Fish and Wildlife Commission for passing this proposal despite severe push-back from animal extremists seeking to undermine science and effective management.

Science-based wildlife management is the foundation of effective conservation in Oregon. Decisions grounded in biological data, habitat conditions, and wildlife population objectives help ensure healthy wildlife populations for generations to come.

Thank you to everyone who participated in the process and helped make their voices heard. OHA remains committed to protecting and conserving Oregon's hunting heritage.
