Capacity is not the same as coordination.

A state can have hundreds of organizations engaged in anti-trafficking work and still struggle to respond effectively, because effort without alignment produces activity, not outcomes. Practitioners feel it first: the duplicated outreach, the unclear referral pathways, the informal knowledge that keeps the work moving but does not scale.

The fix is not more programs. It is shared infrastructure that lets existing programs work together.

Healthcare is often the first trusted contact a person has while trafficking is still happening. That makes identification, response, and warm referral one of the most important roles in any coordinated state response.

Tennessee's Phase 2 work is focused on strengthening those exact pathways, through aligned training, shared referral protocols, and consistent use of the resource directory across health systems.

Healthcare leaders do not have to build this alone. The infrastructure is already in place, and the assessment names where alignment will have the most impact.

State-level leadership shapes whether a coordinated response is possible.

Governors set tone. Attorneys general drive accountability. Senators and state attorneys carry policy weight. Coalition and task force chairs hold the relationships that make implementation work. When those leaders share a common picture of the landscape, mobilization stops being aspirational and becomes operational.

That common picture rarely emerges on its own. It has to be built, deliberately, on data that everyone trusts and a directory everyone can use.

Dallas Phase 2 is strengthening the healthcare role in coordinated response across North Texas, with focus on training access, referral pathway clarity, and consistent use of the regional directory.

Frontline clinicians and case managers do not need to identify trafficking on their own. They need a system around them that makes identification, response, and warm hand-off the easiest path forward. Phase 2 is building that system, with healthcare leaders helping shape what aligned protocols look like in practice across Dallas hospitals and clinics.

Stronger community response is not a slogan. It is a measurable shift in how a state identifies, serves, coordinates, and protects.

Better identification means the people most likely to encounter trafficking know what to do. Better services mean survivors find the right care faster. Stronger coordination means agencies and sectors stop working past each other. Better protection means the vulnerable are reached before harm deepens.

Each of those outcomes is the product of clarity that came earlier in the process. You cannot strengthen what you cannot see.

Tennessee has completed a regional human trafficking assessment, and partners across the state are now moving into coordinated Phase 2 mobilization.

Faith communities are already among the most trusted conveners in Tennessee. Phase 2 is an invitation to put that trust to work in a coordinated way: hosting conversations, supporting providers with practical resources, and aligning awareness efforts with coalition priorities.
The most powerful contribution a church can make is not a new program. It is sustained, aligned support for the work already underway around survivors and vulnerable families.

Most anti-trafficking initiatives stop at awareness. The hardest work begins after.

Awareness creates concern. Concern without a roadmap creates fragmented activity. Fragmented activity, however well-intentioned, can strain providers, duplicate effort, and unintentionally make coordination harder.

The Engage Together model is built around what happens next. Phase 1 delivers a comprehensive, data-informed assessment and an interactive directory of resources, so a state has a shared picture of risk, services, and gaps. Phase 2 supports coalition-led mobilization, so identified needs translate into coordinated action.

Trafficking persists where coordination breaks down.

Most states already have committed people, capable agencies, and active service providers. What is often missing is not effort. It is a shared picture of where that effort is, where it is not, and how it connects.

Fragmentation is not a sign that a state has failed. It is a sign that the work has grown faster than the systems holding it together. That is a solvable problem, and it is the one Engage Together exists to help states solve.
