Alabama has completed a statewide human trafficking assessment, and Phase 2 is when the report stops being documentation and starts shaping day-to-day coordination across the agencies already serving overlapping populations.

Juvenile justice, child welfare, and education staff are often the first to touch a case before the word "trafficking" is ever formally applied. Phase 2 brings those agencies into the same referral pathways as coalitions and vetted service providers, so cases move without the friction that comes from working from different maps.

The value is not another dashboard. It is fewer handoffs lost and more clarity about who owns what.

North Texas has completed a full regional trafficking assessment, and Phase 2 gives funders something a general awareness campaign cannot: a documented view of where a philanthropic dollar has the most leverage.

The assessment produced regional and county-level reports paired with a searchable directory of vetted providers. Together they show where capacity already exists and where coalitions are ready to move on specific, fundable needs.

North Texas has completed a comprehensive regional trafficking assessment, and the healthcare sector has one of the clearest openings in Phase 2 to strengthen coordinated response.

Frontline clinical teams already see the risk. What changes in Phase 2 is that identification and referral no longer depend on informal knowledge alone. Hospitals and clinics work from the same interactive service directory the coalition uses, so a patient concern moves cleanly into vetted community-based support instead of stalling at the point of discharge.

Healthcare is not being asked to solve trafficking. Healthcare is being asked to strengthen the referral system the region has now built together.

For state leaders, the harder question is not whether people are doing the work. It is whether that work adds up to a coordinated system or stays a collection of separate efforts.

Coordination breaks down in ordinary ways. A hotline referral does not reach the right provider. A task force meets without data to prioritize its next move. None of this shows up as failure. It shows up as everyday operations, which is why it is easy to miss and hard to fix from inside.
