Evans Churchill Community Association The Evans Churchill neighborhood sits directly north of the downtown Phoenix core and is home to the nationally recognized arts district, Roosevelt Row.

Evans Churchill is one of the most exciting neighborhoods in Arizona! This mixed-use, mixed-density area is a truly urban neighborhood that combines history, art, great dining, and some of the best living options in a walkable area of downtown Phoenix. The neighborhood includes the Phoenix Public Market, Phoenix Biomedical Campus and University of Arizona College of Medicine, Arizona State Univers

ity, and one of the most popular stops along light rail. Evans Churchill is bounded by Fillmore Street on the south, I-10 on the north, Central Avenue on the west and 7th Street on the east. It is one of four neighborhoods connected and served by the Roosevelt Row Community Development Corporation. The neighborhood is in Phoenix City Council Districts 7 and 8.

“Welcome Center” Update — 918 N 2nd St

For many of us, the former Welcome Center has been part of the creative fabric of Roosevelt Row. A place tied to memories, art, and community energy. Now the site is in an official City review process connected to a proposed redevelopment by APS.

The good news: APS is planning to keep a community element as part of what comes next. As we embrace change, this feels like an opportunity to honor what this place has been while shaping what it can become.

What we know (as of today):
The City issued a Determination of Eligibility stating the property does not appear eligible for inclusion in the Phoenix Historic Property Register because it does not meet the criteria for significance. The 30-calendar-day hold period began December 24, 2025 and concludes January 22, 2026.

What’s planned next:
APS plans to replace the existing building with a small liner building along Roosevelt St, featuring:

decorative concrete block design

large shopfront windows facing Roosevelt

visibility of new murals planned for the exterior of the APS Garfield Substation (above the roofline and on the east/west sides)

This new building is planned to be used by a local non-profit, with proposed spaces including:

office space

lounge

exhibition hall
