ARTICLE 19 Defending freedom of expression and information

ARTICLE 19 is an international think–do organisation that propels the freedom of expression movement locally and globally to ensure all people realise the power of their voices. Together with our partners, we develop cutting-edge research and legal and policy analysis to drive change worldwide, lead work on the frontlines of expression through our nine regional hubs across the globe, and propel ch

ange by sparking innovation in the global freedom of expression movement. We do this by working on five key themes: promoting media independence, increasing access to information, protecting journalists, expanding civic space, and placing human rights at the heart of developing digital spaces.

How can we engage with CEN and CENELEC, the bodies turning EU law into standards?

ARTICLE 19’s new guide outlines how civil society can engage and advocate for technical standards, including for AI, that protect human rights.

Our guide presents 4 pathways:

➡️ Participate through CEN/CENELEC public interest networks.

➡️ Join one of the National Standards Bodies, the most powerful and influential stakeholders.

➡️Obtain liaison status and join a Technical Committee – gain access to working documents and technical meetings.

➡️Civil society must engage to ensure human rights and the public interest are not sidelined, and that digital technologies – and their standards – benefit society as a whole.

70 days of enforced silence for millions in Iran.
70 days of families and friends unable to communicate.
70 days of journalists cut off from the world.
70 days of fear, isolation and uncertainty.

The internet shutdown conceals violence, blocks the flow of information and keeps people in the dark, while arrests, executions and abuses continue behind closed doors. It is a tool of repression and a violation of human rights.

In Serbia, attacks, intimidation, and smear campaigns against journalists are on the rise. So what can we do about it, and how can we prompt our governments to take action?

To mark World Press Freedom Day 2026, the Media Freedom Rapid Response (MFRR) is hosting a webinar to discuss the escalating crisis.

Moderated by our colleague Roberta Taveri, the panel will bring together journalists working on the
ground, including from Serbian investigative media outlet KRIK and Nezavisno udruženje novinara Srbije — people with firsthand experience of investigating power and corruption that has triggered threats and smear campaigns.

What role should the EU play? Where has it fallen short? And what needs to change?

Join our webinar on Serbia’s media freedom crisis to examine violence against journalists and the EU’s role in addressing systemic failures.

60 Days of Silence.

For 60 days, the people of Iran have been cut off from the world. They cannot contact their loved ones, share information, or check in on each other. Messages go unanswered, voices go unheard. This is not just an internet outage, it is a conscious effort to silence voices, hide reality, and exercise control.

196 k.k. W naszych analizach prawnych wielokrotnie podkreślaliśmy, że ochrona abstrakcyjnych symboli wykracza poza dopuszczalne ograniczenia wolności wypowiedzi wynikające z międzynarodowych standardów praw człowieka.

🇬🇧 Our Head of Europe Programmes and Strategy, Joanna Szymańska, was a guest on a podcast by the Helsińska Fundacja Praw Człowieka, in an episode dedicated to the offence of so-called 'offending religious feelings' (Article 196 of the Polish Penal Code) and the boundaries of freedom of expression.

The discussion covered, among other things, high-profile criminal cases and how this provision is applied in practice in 🇵🇱 .

As ARTICLE 19, we advocate for the repeal of Article 196 of the Penal Code. In our legal analyses, we have repeatedly emphasised that the protection of abstract symbols goes beyond the permissible restrictions on freedom of expression under international human rights standards.

The International Journalism Festival in Perugia is a unique space to reflect on the future of journalism and the challenges it faces. We are proud our colleagues played a part in such an invigorating space.

A few key takeaways from this year:

-Censorship is evolving – more subtle, harder to detect, and often framed in the language of democracy.
-Trust in journalism continues to be undermined by coordinated attacks and disinformation.
-AI is reshaping the information space, but accountability and real-world harms must stay at the centre of the conversation.

What stood out most: the urgency to re-centre the debate on the public’s right to know, as well as the need for stronger collaboration and support for independent journalism.

In a rapidly shifting information environment, protecting media freedom remains essential.

As war in the Middle East continues, ARTICLE 19 raises urgent alarm about violations of international law and international humanitarian law, and violations of freedom of expression and information manipulation. We call for an immediate ceasefire and protection of civilians. Unlawful intervention is not a solution. International law, the foundation of global peace and security, must be respected.
