PennSTART Becoming a Reality. Bridge/Tunnel feature being installed as part of this state-of-the-art shared test track, training and safety facility at RIDC . Serving autonomous vehicle companies and first responders in 2027. In addition to RIDC, partners include Westmoreland County Industrial Development Corporation, Carnegie Mellon University, , PA Secretary of Transportation, Pennsylvania Turnpike.
