Minnesota will keep incentives for new natural gas hookups despite calls from community and clean energy groups to phase them out. COPAL argued ending gas hookup incentives could have encouraged more households to switch to electric appliances and heating systems, which would improve indoor air quality and benefit community health, while also reducing the burden on existing consumers who help subsidize new gas connections through their utility bills — a cost that leads to higher bills for working Minnesota families.

COPAL MN’s Monse Perez Barrios: “People are choosing between food, mortgage, and energy. I question how this decision was made on behalf of the public.”

The Minnesota Public Utilities Commission’s decision to delay action on line extension allowances means gas utilities can continue charging existing customers for the cost of expanding the gas system to serve new customers and developments. This outdated policy drives an estimated $34 million in unnecessary utility spending each year, while families across the state face rising energy bills and increasing affordability crises.

While other states are taking action to modernize utility policy and reduce energy costs, Minnesota families are still waiting for meaningful reform. It's time for the Minnesota Public Utilities Commission to end line extension allowances, put affordability first, and stop forcing customers to pay for gas system expansion.

Minnesota utility regulators approved new limits Thursday on how far natural gas companies can extend “free” line extensions for new customers, a policy shift aimed at protecting existing ratepayers while nudging the system toward cleaner heating options.

“The Future of Gas proceeding is a critical opportunity to reimagine and build an affordable, clean energy system, which is why I’m disappointed the Commission chose not to end the unfair policy of line extension allowances," said Natalie Cook, coalition manager, Clean Heat Minnesota.

Today, the Minnesota Public Utilities Commission moved to maintain the line extension allowance policy for gas utilities. The policy allows utilities to profit by charging existing Minnesota customers an estimated $34 million every year to extend gas pipes to add new customers while also delivering a return to shareholders.

“The Future of Gas proceeding is a critical opportunity to reimagine and build an affordable, clean energy system, which is why I’m disappointed the Commission chose not to end the unfair policy of line extension allowances," said Natalie Cook, coalition manager, Clean Heat Minnesota. "A future continuing to invest in both a gas and electric system is an expensive future and keeps communities hooked on the volatile cost of fossil fuels and growing utility charges."

The environment around us is not something distant: it is in the air we breathe in our neighborhoods, in the water that reaches our homes, and in the parks where our families gather.

In our communities, caring for the environment means caring for the health, safety, and well-being of those we love most. On this World Environment Day, we reaffirm something clear: protecting the Earth also means protecting the dignified lives of our communities.
