Community Progress Council Community Progress Council supports low-income families to achieve self sufficiency.

Community Progress Council, Inc., York’s community action agency, works with low- and moderate-income people of all ages in York County to examine their current situations and determine how our programs best align with their needs. Our programs include early childhood education through Head Start, Early Head Start, Pre-K Counts and the Foster Grandparent Parent Program; workforce development; housing and financial counseling; nutrition support via Women, Infants and Children (WIC); the Self-Sufficiency Program; and Community of Hope. By moving beyond stopgaps, our programs provide stability and structure to empower individuals to rise above poverty, identify long-term goals and move themselves toward independence from external assistance.

What's the power of social capital? For Harold, it's been huge.

Harold relocated to York looking for support. What he found in the "Getting Ahead in a Just-Gettin'-By World" program was 16 weeks of building resources and relationships, and creating a plan to build on his progress.

Hear about his journey in his own words.

Last week, we hosted Rep. Scott Perry and his team at Community Progress Council to share the powerful progress that low-income families can make toward economic stability, when supported through comprehensive services. Thank you to our partners at PennAEYC Pennsylvania Association for the Education of Young Children and The Pennsylvania Head Start Association for coordinating this visit.

As part of our mission to advocate for community change, we appreciated the time to share our concerns about the proposed rule for Head Start and what it could mean for the families we serve.

Rep. Perry thanked our team for an impactful learning experience, and we look forward to additional opportunities to ensure that the voices and needs of low-income families remain at the center of ongoing conversations.
