Islamic State Mozambique (ISM) hijacked at least 12 boats off the coasts of and Mocímboa da Praia districts in May, increasing pressure on fishing crews and boat owners operating in the area.
has sought to restrict civilian marine traffic through an exclusion zone stretching from Calugo in Mocímboa da Praia to Pequeue in Macomia district. The Mozambican navy sometimes operates on the assumption that small vessels in these waters are connected to ISM. For fishers, this has proven deadly: in March, a navy vessel opened fire on fishing boats close to or inside the zone, killing 13 people.
