Islamic State Mozambique (ISM) hijacked at least 12 boats off the coasts of and Mocímboa da Praia districts in May, increasing pressure on fishing crews and boat owners operating in the area.

has sought to restrict civilian marine traffic through an exclusion zone stretching from Calugo in Mocímboa da Praia to Pequeue in Macomia district. The Mozambican navy sometimes operates on the assumption that small vessels in these waters are connected to ISM. For fishers, this has proven deadly: in March, a navy vessel opened fire on fishing boats close to or inside the zone, killing 13 people.

Since the fall of the Assad regime, ACLED records 1,489 incidents involving and explosive remnants of war (ERW), resulting in at least 1,304 reported fatalities. Between January and 29 May 2026 alone, these devices reportedly killed at least 243 people.

Fano militia activity outside is adding new risks to Ethiopia’s already volatile conflict landscape. ACLED records that violence involving Fano militias has increased in western so far in 2026, after a relative lull following the surrender of the OLA/OLF-Shane faction in December 2024.

Local ACLED sources claim that these militias are trained by — following reports of Eritrean forces fighting alongside Fano militias against Ethiopian security forces in Amhara in September 2025. In western Oromia, this expanding activity has already included an uptick in Fano attacks targeting Oromo civilians and armed confrontations between advancing Fano units and security forces.
