Hailing from Puerto Princesa, Palawan, she earned her degree in Industrial Engineering from the Polytechnic University of the Philippines before joining the Philippine Coast Guard, where she distinguished herself as one of the top performers of Coast Guard Officer’s Course Class 26-2020 “B” Her strong foundation in leadership and continuous professional development has shaped her into a competent and dependable officer in today’s maritime service.

In celebration of National Women’s Month 2026, the Office of CG-15 recognizes LTJG SALAMATIN PCG as a modern Filipina in uniform—driven by purpose, grounded in integrity, and committed to nation-building. In honor of National Women’s Month Celebration with a theme “Lead Like Lead Like the Babaylans, Filipinas!, the Office of the Deputy Chief of Coast Guard Staff for Strategic Studies and Modernization, CG-15 proudly features our "Juana of the Week": 𝐂𝐀𝐏𝐓 𝐉𝐎𝐄𝐋𝐈𝐙𝐀 𝐁 𝐏𝐄𝐑𝐈𝐎 𝐏𝐂𝐆 (𝐆𝐒𝐂). We honor her steadfast commitment to the Philippine Coast Guard.

Leadership knows no gender—it only knows grit, integrity, and a heart for service. As our Assistant, CG-15, CAPT PERIO is a "modern-day Babaylan." She carries the courage of a warrior and the compassion of a mentor, proving that you can lead with both a firm hand and a kind soul.

She is a proud member of the "MAGDARAPI" Class of 2009, she has spent her career shattering glass ceilings. Notably, she made history as the first female officer to complete the Armed Forces of the Philippines Command and General Staff Course, graduating with pride and flying colors as an honor student. Her academic record is equally elite, ranking as Top 11 in her Master’s of Public Management at the DAP and Top 3 in the Philippine Navy’s Basic Personnel Management Course comprised of 46 students. From being awarded as "Best Assessor" in the IMO Model Course 3.12 by the National Maritime Polytechnic, she has dedicated her career to raising the bar for maritime excellence.Yet, beyond the accolades, CAPT PERIO is defined by her quality service, positive results, and humility.

CAPT PERIO’s personal life is equally fulfilling, as she is a devoted wife and mother of two, she proves that high-level strategic leadership and a fulfilling personal life can go hand-in-hand. Her ability to balance her professional and personal life while maintaining a high level of commitment to her duties is a testament to her strength of character and dedication. CAPT PERIO is a reminder to every junior officer that you don't have to choose between a brilliant career and a beautiful personal life—you can excel at both.

SCPO Mercado plays a vital role in the office of CG-15 office as the Chief Master At Arms. Her journey reflects the essence of this year’s theme, “Lead Like the Babaylans, Filipinas!”—a call to embody the wisdom, courage, and leadership of the Babaylans, who historically guided communities with strength and compassion. The Philippine Coast Guard proudly joins the nation in celebrating National Women’s Month 2026, held from 01 to 31 March 2026, with the theme “𝑳𝒆𝒂𝒅 𝑳𝒊𝒌𝒆 𝒕𝒉𝒆 𝑩𝒂𝒃𝒂𝒚𝒍𝒂𝒏𝒔, 𝑭𝒊𝒍𝒊𝒑𝒊𝒏𝒂𝒔!” — a tribute to the strength, wisdom, and leadership of Filipinas across generations.

As part of this celebration, the Office of the Deputy Chief of Coast Guard Staff for Strategic Studies and Modernization, CG-15 are proud to spotlight a leader who embodies strength, resilience, and the spirit of a modern-day Babaylan. This week, CG-15 office honors 𝐄𝐍𝐒 𝐏𝐑𝐈𝐍𝐂𝐄𝐒 𝐁 𝐁𝐄𝐋𝐓𝐑𝐀𝐍 𝐏𝐂𝐆 as our Juana of the Week.

ENS BELTRAN PCG plays a vital role in advancing the Coast Guard’s strategic planning and modernization initiatives. Her journey is a testament to the power of education and dedication, having graduated with a Bachelor of Technical Teacher Education major in Mathematics for Technology from Marikina Polytechnic College before joining the Coast Guard Officer Course Class 28-2022 “Madasik Inara”.

Throughout her distinguished service, she has demonstrated exceptional leadership in several key capacities such as a versatile leadership serving as the Officer-in-Charge of the Administrative, Operations, and Modernization Divisions of CG-15, wherein her current role now she is the Chief of the Admin Branch. Her commitment to excellence has been recognized with the Coast Guard Outstanding Achievement Medal and the Coast Guard Commendation Medal.

Her journey reflects the spirit of this year’s theme — leading with courage and wisdom, much like the Babaylans who guided communities with strength and compassion. ENS BELTRAN’s achievements inspire fellow Coast Guard personnel and the wider public, proving that women continue to be vital pillars in nation-building and maritime security.

LOOK: On March 6, 2025,the Office of the Deputy Chief of Coast Guard Staff for Strategic Studies and Modernization, CG-15, conducted a successful Troop Information and Education (TI&E) activity for its Personnel in line with the celebration of National Women's Month. The event, which was aimed at educating and raising awareness among personnel, featured LT MARIA LORRAINED D ANTIVOLA O-2970 PCG from the Coast Guard (PCG) Legal Service as a guest lecturer.

LIEUTENANT ANTIVOLA PCG provided an insightful presentation on two significant pieces of legislation: Republic Act No. 11313, also known as the Safe Spaces Act. and Republic Act No. 7877, the Anti-Sexual Harassment Act. These laws are crucial in promoting safety, equality and respect in all spaces, ensuring that individuals are protected from all forms of sexual harassment in public and private settings.

The activity was part of the ongoing observance of National Women's Month with the theme "BABAE PARA SA LAHAT NG SECTOR AANGAT ANG BUKAS SA BAGONG PILIPINAS" ( Women for all Sectors: Empowering the Future for a New Philippines). This year's theme emphasizes the importance of women's empowerment and their significant role in shaping a brighter and more inclusive future for all.

The activity was a valuable opportunity for CG-15 personnel to learn more about their rights and the legal measures to create safer and more respectful workplaces and public spaces for all Filipinos.
