Hanns Seidel Foundation - Philippines The Hanns Seidel Foundation has been active in the since 1979, extending development assistance to Philippine partner organizations.

The Hanns Seidel Foundation (HSF) is a non-stock, not-for-profit, non-governmental entity (NGO) organized and existing under the laws of the Federal Republic of Germany with its main office in Munich, Germany. It supports programs and projects in more than 60 countries worldwide. The international cooperation program of HSF is funded by official sources, namely, the Federal Government of Germany,

the European Union and the Government of the Free State of Bavaria/Germany. It has been active in the Philippines since 1979, extending development assistance to Philippine partner organizations mainly in the field of human resource and policy development ranging from training and education, community-based and top-level policy dialogues, research and publication, international/regional exchange, to project development.

At this HSF Philippines’ sponsored conference with PPSC police instructors last week, takeaways were A) To develop and program (immediate, intermediate, and long-term phases) strategic investments in hardware, software, and “peopleware” of the police organization’s cybercrime investigation units, from the central office down to the territorial units. Give them the tools; B). To protect the police organization, and its credibility, the former will have to invest in developing the mindset, awareness, and general understanding of all the police officers in contact with the community who may be victims of cybercrime attacks. Use the organization’s skills (and resources) in developing media materials to better inform the community and relate to the police organization’s training and outreach (community-oriented policing) programs; C) A way of minimizing cyber-attack, data theft, breaches, interference, etc. is to have a mindset, and general understanding and application of cybersecurity protocols. Create the environment.

2026 CARAGA Prosecutors and Police Convergence: Enhancing Child Handling Protocols

Bringing together more than 50 participants from Region XIII prosecutors, law enforcement agents and training staff, this convergence focused on strengthening child protection systems in the handling of Online Sexual Abuse or Exploitation of Children (OSAEC) and Trafficking in Persons (TIP) cases. Emerging cases of OSAEC make interregional cooperation necessary. To this end, five representatives from the public prosecutor’s office and law enforcement agencies in Region I also attended in order to share knowledge and experience with their colleagues in Region XIII and support each other in securing convictions.

The activity emphasized the standardization of child-sensitive and trauma-informed protocols from rescue to prosecution, while reinforcing inter-agency coordination to ensure a more cohesive response. Participants were equipped with practical knowledge on conducting trauma-informed legal interviews, including the use of Videotaped In-Depth Interview (VIDI) methods, and engaged in discussions to identify gaps in investigative tools, digital evidence handling, and case build-up. The initiative also highlighted the importance of accessible victim support mechanisms, including the Witness Protection Program, shelters, and psychological services. The activity was organised by the Regional Prosecutor’s Office XIII with support from the Hanns Seidel Foundation.

Northern Mindanao Region “Seminar-Dialogue for Prosecutors and PNP Investigators on the Investigation and Prosecution of Dangerous Drugs and Environmental Cases” gathers thirty-three prosecutors and law enforcement officers in the region from the provinces of Misamis Oriental, Lanao del Norte and, Bukidnon in two-day activity in Cagayan de Oro. Also present are representatives from police provincial drug enforcement units, PNP-Regional Maritime Unit and the Philippine Drug Enforcement Agency. The activity was organised by the Regional Prosecutor’s Office X with support from the Hanns Seidel Foundation.

It was a pleasure to welcome Atty. Mohammad Al-Amin M Julkipli, Assistant Attorney General of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and Mr. Stefan Burkhardt of the Hanns Seidel Foundation, to the Embassy. Atty. Julkipli is participating in the Munich Young Leaders Programme which is a joint project of the Munich Security Conference and Körber-Stiftung. The MYL seeks to bring together future decision-makers, to engage them in debates on foreign and security policy, and to support them in strengthening their international networks.
