On 13 August 2026, the Konrad-Adenauer-Stiftung (KAS) Philippines and the Philippine Coast Guard (PCG), through the Coast Guard Strategic Studies and International Affairs Center (CGSSIAC), convened the conference “Building Resilience Through Collaboration: Security of Critical Maritime Infrastructures” in Makati City.

The conference brought together experts and practitioners to strengthen the PCG’s capacity, operational readiness, and expertise in protecting the country’s critical maritime infrastructure, while highlighting the importance of close collaboration among Philippine government agencies and other stakeholders.

The conference opened with remarks from Capt. Aileen Cainap PCG, Deputy Director of CGSSIAC, and Ms. Daniela Braun, KAS Philippines Country Director, and featured three panel discussions:

🔹 Panel 1: Evolving Threats to Critical Maritime Infrastructures
Panelists: Ms. Lizza Bomassi (European Union Institute for Security Studies) and Prof. Victor Andres “Dindo” Manhit (Stratbase ADR Institute for Strategic and International Studies)
Moderator: Dr. Don McLain Gill (De La Salle University)

🔹 Panel 2: Inter-agency Coordination for Maritime Infrastructure Protection
Panelists: VAdm. Allen Dalangin PCG (National Maritime Center) and Ret. RAdm. Rommel Jude Ong (Ateneo de Manila University – School of Government)
Moderator: Mr. Maren Adan (CGSSIAC)

🔹 Panel 3: Ensuring the Resilience and Continuity of Critical Maritime Infrastructures
Panelists: Dr. Su Wai Mon (NUS Centre for International Law) and Dr. Chester Cabalza (International Development and Security Cooperation)
Moderator: Atty. Jacqueline Joyce Espenilla (University of the Philippines College of Law)

The conference concluded with a synthesis by Commo. Algier Ricafrente PCG, Director of CGSSIAC, followed by a keynote address from Adm. Ronnie Gil Gavan PCG, Commandant of the Philippine Coast Guard.

Strengthening the resilience of critical maritime infrastructure is a shared responsibility that requires collaboration, knowledge-sharing, and coordinated action across sectors and regions. KAS Philippines extends its sincere appreciation to the PCG CGSSIAC for its partnership and cooperation, and to all the speakers for generously sharing their time, insights, and expertise.

This Wednesday, 19 August, PPSA and KAS Philippines, in partnership with NU Clark, are organizing the PPSA Presidents’ Lecture Series on "Balancing Relations with the US and China: Implications for Philippine Grassroots Democratic Institutions." Prof. Herman Kraft, Professor of Political Science at the University of the Philippines Diliman and former PPSA President, will present on the said topic.
