As the 153rd General Assembly inches toward its close on June 30, several bills continue to advance that could have a meaningful impact on Delaware businesses.

The Delaware State Chamber is supporting legislation focused on innovation and small business funding, child care and workforce development, housing and land use, real estate transfer tax relief, and environmental permitting and compliance as lawmakers work through the final weeks of session.

With the recent awarding of the Rural Health Transformation Program, we now have an incredible opportunity to change health care in a way that improves the lives and health of all Delawareans. We can best capitalize on this opportunity by focusing on expanding and strengthening our health care workforce at all levels.

With the significant growth in Delaware’s population over the past two decades, particularly the 92% increase in residents aged 65 and older, comes a greater need to support an aging population and workforce. In-home care is one type of support most older adults require. While this can be a rewarding experience, as it keeps family members together and allows the person who needs care to age in place and remain at home, it can take a toll on the caregiver.

With just seven legislative days remaining, debate is intensifying around several major bills. The Delaware State Chamber continues to oppose SB 272, which would mandate Project Labor Agreements on certain school construction projects, while also raising concerns about HB 417's industry-specific tax relief for restaurants. At the same time, we support efforts to address Delaware's housing shortage through SB 23 and applaud the advancement of HCR 144.

We appreciate Rep. Melissa Minor-Brown's leadership on this thoughtful approach to exploring how underutilized public properties can better serve Delaware communities.👏👏👏

Over the years, I've fielded the question “What's going on with that empty state building?" many times.

It's a fair question. As our state has growing affordability pressures and increasing community needs, people want to know why some public buildings appear underused and whether they could be put to better use.

Yesterday, the House Administration Committee released my bill that would help us answer those questions. HCR 144 would direct the Office of Management and Budget with the Department of Education and local school districts, to develop a framework for identifying underutilized public properties and exploring potential future community uses, such as affordable housing, affordable senior housing, and childcare.

To be clear, this resolution does not close any schools or take anything out of the hands of local school boards. It simply starts a coordinated planning conversation.

I believe we should be looking at every tool available to support our communities, expand access to services, and maximize taxpayer investments, and this is an important step we can take towards those goals.

For nearly half a century, Delaware’s economy has been powered in large part by what are known here as the Four Cs: chemicals, chickens, corporations, and credit cards. Of course, the state’s economy has always been more diverse than that, with auto manufacturing, health care, tourism, and other industries playing significant roles. Still, this legacy is critical to understanding Delaware’s unique economic, political, and policy landscape as we enter another period of transition in the First State and across the globe.

We had a fin-tastic time this morning at our Networking Breakfast hosted by Armco Aquatics!

Our attendees had the opportunity to learn more about this small business, which specializes in the installation and maintenance of custom aquariums for both residential and corporate clients. In addition to hearing about the company’s work, attendees were treated to hands-on demonstrations from the Armco team. Thank you to Owner Rich Armani and the entire Armco Aquatics team for hosting us this morning!
