OAR is the leading service provider of reentry services to returning citizens in Richmond and the surrounding counties. Your patience will be appreciated.

OAR is a private, nonprofit organization whose goal is to assist clients to become productive, taxpaying members of the community. OAR provides pre-release case management services in all the area jails and post-release case management services to anyone with an adult criminal conviction. Services at the Richmond office are provided on a walk-in basis. You are required to sign in at the receptionist desk each time you come into the office. Due to the high number of clients coming into the office, you may have a lengthy wait to see your case manager. In order to enroll in OAR’s post-release services program, you must see a case manager who will conduct an intake interview to determine your service needs. You will be asked a number of very personal questions; answering these questions honestly will help the case manager understand your history and service needs and be better prepared to assist you. During the intake interview, you will be asked to sign a release of information which gives OAR permission to provide services to you and/or refer you to other organizations for services that are not directly provided by OAR.

❤️ Day 30 of 31 Days of Giving: Mr. D.

Sometimes, finding your footing starts with someone pointing you in the right direction.

After hearing about OAR from a friend, Mr. D. decided to give our program a try. Five months later, he says he's glad he did!

OAR helped him navigate important benefits, including disability assistance, SNAP benefits, and health insurance. His Reentry Advocate, Carley, also helped him explore an opportunity in barbering—giving him a chance to develop a skill and, just as importantly, give back to others.

Now, Mr. D. hopes to return to OAR to offer haircuts to fellow participants, sharing the same kindness and support he received.

As he puts it, OAR helped him get grounded and get himself together. And to him, OAR is more than a program—it's family.

That's what reentry is all about: building stability, creating opportunities, and finding ways to give back.

Day 29 of 31 Days of Giving: Meet Latifah! 💙

“Reentry actually fell into my lap.”

When Latifah first entered the field of reentry, she was unfamiliar with the population but knew one thing: men and women impacted by the justice system deserved a second chance.

For the past five years at OAR of Richmond, Latifah has witnessed firsthand the determination and success of individuals returning home from incarceration. As OAR’s Director of Community Engagement, she visits more than 15 Virginia Department of Corrections (VADOC) institutions, meeting hundreds of men and women who want to grow, make changes, and be seen as people—not just numbers.

She gets to see their journeys both inside and after incarceration, and what stands out most is their hope and determination. One of her favorite moments is welcoming participants to the OAR office after their release, hearing about their accomplishments, and seeing them walk through the door with their heads held high.

“Being able to continue to reduce recidivism is my why.”

Hilary’s interest in reentry grew over time as she witnessed injustices within the criminal legal system. Through volunteering and interning with human services organizations, she felt increasingly drawn to finding a place where she could support returning citizens and help create meaningful change in reentry.

She found that place at OAR! As Hilary puts it, OAR’s participants and colleagues are some of the kindest and coolest people she’s ever known. 💙

Day 23 of 31 Days of Giving: Meet Michael, OAR’s Jail Mental Health Community Coordinator!

Michael earned his bachelor’s and master’s degrees in Social Work from VCU in 2017 and 2018. His connection to OAR began years earlier when he completed a summer internship with us during the transition into our former space in Scotts Addition. After earning his MSW, Michael returned to OAR as a staff member and has now been part of the team for over seven years. He is currently working toward his clinical social work license.

One of the unique aspects of Michael’s role is that he works with participants while they are incarcerated and continues working with them in the community after their release. Walking alongside individuals through this significant life transition is one of his favorite parts of the job.

My name is Kendra Edwards, and I’m thrilled to be one of OAR’s new MSW interns this year. I've been here with OAR since the Spring time, and come with a background in trauma‑informed case management, crisis intervention, and systems navigation. Since joining OAR as an intern, I’ve been truly impressed by how many resources and social supports are available to participants. I'm even more impressed by how friendly and welcoming the staff are. It already feels like a place where people are cared for, encouraged, and empowered. I’m excited to continue my place here and be part of the work OAR does in our community!"
