MDI ADVOCACY ON EVICTIONS AND LAND RIGHTS IN TIMOR-LESTE

For many families in Dili, land is more than property. It is a home, a source of livelihood, security, dignity, and hope for the future.

Recent research and advocacy have highlighted the significant impacts of forced evictions on vulnerable communities, particularly women. Evidence shows that evictions have disrupted livelihoods, destroyed informal businesses, affected children's education, and created social and economic hardships for many households. Mata Dalan Institute’s research report emphasized that many women lost their sources of income and struggled to support their families following evictions.

At Mata Dalan Institute (MDI), we believe that development must be grounded in human rights, social justice, and meaningful community participation. While the State has a legitimate role in land administration and public infrastructure development, these processes must also respect the rights, dignity, and livelihoods of affected communities.

Through research, evidence-based advocacy, policy dialogue, and community engagement, MDI continues to advocate for:
• Fair, transparent, and accountable land governance
• Meaningful consultation with affected communities before any eviction process
• Protection of women's land and livelihood rights
• Access to legal information and remedies for vulnerable households
• Development approaches that balance public interest with human rights and social inclusion

As outlined in MDI's Strategic Plan 2026-2030, we remain committed to strengthening evidence-based policy advocacy and promoting inclusive, equitable, and sustainable development for all Timorese citizens.

SUCO DISASTER MANAGEMENT COMMITTEE (SDMC) MANLEUANA RECEIVES SUPPORT FROM THE NATIONAL DIRECTORATE OF BIODIVERSITY (DNB) FOR THE ESTABLISHMENT OF TARA BANDU IN SUCO MANLEUANA

Mata Dalan Institute (MDI) is pleased to share that, through its facilitation and technical support, the Suco Disaster Management Committee (SDMC) of Manleuana successfully developed and submitted a proposal to the National Directorate of Biodiversity (DNB) seeking financial and technical assistance for the establishment of Tara Bandu in Manleuana Village.

As a result of this collaborative effort, the National Directorate of Biodiversity approved the proposal and has provided support to SDMC Manleuana to implement the Tara Bandu initiative. This achievement will contribute to the protection and sustainable management of natural resources, strengthen environmental conservation efforts, and enhance community resilience to disaster risks and climate change.

MDI extends its sincere appreciation to the National Directorate of Biodiversity for its commitment to supporting community-led environmental governance. Together, we are building stronger, more resilient, and sustainable communities for present and future generations.

O CONSELHO DE GESTÃO DE DESASTRES DE SUCO (CGDS) MANLEUANA RECEBE APOIO DA DIREÇÃO NACIONAL DE BIODIVERSIDADE (DNB) PARA O ESTABELECIMENTO DE TARA BANDU EM SUCO MANLEUANA.

A Mata Dalan Institute (MDI) tem o prazer de partilhar que, através do seu apoio técnico e facilitação, o Comité de Gestão de Risco de Desastres do Suco (CGDS) de Manleuana conseguiu preparar e submeter uma proposta à Direção Nacional da Biodiversidade (DNB) solicitando apoio financeiro e técnico para o estabelecimento do Tara Bandu no Suco de Manleuana.

Como resultado deste esforço conjunto, a Direção Nacional da Biodiversidade aprovou a proposta e disponibilizou apoio ao CGDS de Manleuana para implementar a iniciativa Tara Bandu. Esta conquista contribuirá para a proteção e gestão sustentável dos recursos naturais, fortalecerá a conservação ambiental e aumentará a resiliência da comunidade face aos riscos de desastres e às alterações climáticas.

MDI HOLDS HIGH-LEVEL DIALOGUE WITH THE DIRECTOR-GENERAL AND HEAD OF BASIC AND RECURRENT EDUCATION

Dili, 22 September 2026 – Mata Dalan Institute (MDI) held a constructive meeting with the Director-General and the Head of Office for Basic Education and Recurrent Education to present the key findings and recommendations emerging from its recent research initiative.

During the meeting, MDI shared evidence-based findings highlighting the challenges faced by students affected by the eviction processes, particularly the impact on their educational continuity and access to learning opportunities. Special attention was given to cases where students were required to transfer to schools in different municipalities or locations, creating additional barriers to their education and overall well-being.

The Director-General expressed appreciation for the quality and relevance of the research conducted by MDI and welcomed the recommendations presented. The Director-General further emphasized that the findings and recommendations would be raised at upcoming inter-ministerial discussions and communicated to the Minister of Education to support informed decision-making and policy responses.

The discussion also underscored the importance of strengthening coordination among relevant ministries and institutions, particularly in the identification, tracking, and monitoring of students affected by administrative expenditure. Enhanced coordination is essential to ensure that all students can continue their education without disruption and that no child is left behind.

MDI remains committed to generating evidence that contributes to equitable, inclusive, and sustainable education policies and practices in Timor-Leste.

Díli, 22 de setembro de 2026 – O Matan Dalan Institute (MDI) realizou uma reunião construtiva com o Diretor-Geral e o Chefe do Departamento de Ensino Básico e Regular para apresentar as principais conclusões e recomendações resultantes da sua recente iniciativa de investigação.

Durante a reunião, o MDI partilhou conclusões baseadas em evidências que destacam os desafios enfrentados pelos estudantes afetados pelos processos administrativos de despesa, particularmente o impacto na continuidade da sua educação e no acesso a oportunidades de aprendizagem. Foi dada especial atenção aos casos em que os alunos foram obrigados a transferir-se para escolas de diferentes municípios ou localidades, criando barreiras adicionais à sua educação e bem-estar geral.

O Diretor-Geral manifestou apreço pela qualidade e relevância da investigação realizada pelo MDI e acolheu favoravelmente as recomendações apresentadas. O Diretor-Geral enfatizou ainda que as conclusões e recomendações serão apresentadas em futuras discussões interministeriais e comunicadas ao Ministro da Educação para apoiar a tomada de decisões informadas e as respostas políticas.

A discussão destacou também a importância de reforçar a coordenação entre os ministérios e instituições relevantes, particularmente na identificação, acompanhamento e monitorização dos estudantes afetados por despesas administrativas. Uma coordenação melhorada é essencial para garantir que todos os alunos possam continuar os seus estudos sem interrupções e que nenhuma criança seja deixada para trás.

Director Mata Dalan Institute (Estevanus Coli) and Executive Director of Strategic and International Studies unit (Valentim da Costa Pinto) on 14-15 September 2026, participated in the third ASEAN Thin Tank Summit-ATTS at the ASEAN Secretariat Jakarta. This year's ATTS has a central theme of "Navigating Our Future Together". which was opened by ASEAN Secretary General Dr. Dr. Kao Kim Hourn.

First day topics: Investing in Peace and Dialogue:

1. The Role of Regional Organizations and Middle Powers, Building Regional Energy Resilience as an Anchor for Economic Security,
2. Integrating Agricultural Sector Sustainability and Resilience, Digital Transformation – ASEAN Economic and Society
3. How can Southeast Asia enable its SMEs (Small and Medium Enterprises) to Adopt Responsible, Inclusive and Sustainable AI.T

The themes of the second day:

1. Transnational Security Challenges – How Do Traditional and Non-Traditional Security Intersect to Impact ASEAN Relevant Resolutions and Relationships with its Indo-Pacific Partners?
2. 50 Years of the Treaty of Friendship and Cooperation (TAC) and the Centrality of ASEAN.

O Diretor do Mata Dalan Institute (Estevanus Coli) e o Diretor Executivo da unidade de Estudos Estratégicos e Internacionais (Valentim da Costa Pinto) participaram, nos dias 14 e 15 de setembro de 2026, na terceira Cimeira de Centros de Reflexão da ASEAN (ATTS), na sede do Secretariado da ASEAN, em Jacarta. A ATTS deste ano teve como tema central "Navegando Juntos o Nosso Futuro", e foi inaugurada pelo Secretário-Geral da ASEAN, Dr. Kao Kim Hourn.

Tópicos do primeiro dia: Investir na Paz e no Diálogo:

1. O Papel das Organizações Regionais e das Médias Potências, Construir a Resiliência Energética Regional como Âncora para a Segurança Económica,

Os resultados da apresentação na sessão plenária e na sessão de perguntas e respostas, bem como as recomendações, serão elaborados pelo Instituto de Singapura. O Presidente do Instituto de Singapura, Sr. Simon Tay, na sua sessão de encerramento, afirmou que os resultados da elaboração do trabalho do ASEAN-ISIS e do ATTS serão entregues ao Secretariado da ASEAN em Jacarta e partilhados com os países membros da ASEAN.

A atividade do ATTS contou com a presença de think tanks da região da ASEAN, delegações diplomáticas de países membros da ASEAN, Europa, EUA, China, Índia, Austrália, Nova Zelândia, Canadá e outros países.

ESTABLISHMENT OF SAVING FOR CHANGE GROUP AS A MEANS TO INCREASE COMMUNITY RESILIENCE AGAINST NATURAL DISASTERS

MDI, in partnership with Oxfam in Timor-Leste, successfully conducted a three-day Saving and Loan training namely Saving for Change (abbv. ROMANSA) for community members in Camea village, particularly Caissabe sub- village, under the Disaster Ready! Project, funded by the Australian Government.

The training aimed to strengthen the economic resilience of households by enhancing participants' knowledge and skills in savings, loans, and group financial management. As a result of the training, participants successfully established a community Savings and Loan Group named "Caissabe Moris Foun", marking an important step towards improving financial security and self-reliance within the community.

Beyond economic empowerment, the group will serve as a platform for collective action and community preparedness. Members have agreed to meet every Saturday to discuss and develop their Disaster Mitigation and Preparedness Plans, ensuring that the community is better equipped to respond to disasters and climate-related challenges.

CRIAÇÃO DE UM GRUPO DE POUPANÇA PARA A MUDANÇA COMO MEIO DE AUMENTAR A RESILIÊNCIA DA COMUNIDADE CONTRA OS CATÁSTROFES NATURAIS

A MDI, em parceria com a Oxfam em Timor-Leste, realizou com sucesso uma formação de três dias sobre Poupança e Empréstimo, denominada Saving for Change (abreviada como ROMANSA), para os membros da comunidade do Suco de Camea, particularmente na aldeia de Caissabe, no âmbito do Projeto Disaster Ready!, financiado pelo Governo Australiano.

A formação teve como objetivo fortalecer a resiliência económica das famílias, melhorando o conhecimento e as competências dos participantes em poupança, empréstimos e gestão financeira em grupo. Como resultado da formação, os participantes estabeleceram com sucesso um Grupo Comunitário de Poupança e Empréstimo denominado "Caissabe Moris Foun", marcando um passo importante para melhorar a segurança financeira e a autossuficiência dentro da comunidade.
Para além do empoderamento económico, o grupo servirá de plataforma para a acção colectiva e preparação da comunidade. Os membros concordaram em reunir-se todos os sábados para discutir e desenvolver os seus Planos de Mitigação e Preparação para Desastres, garantindo que a comunidade está mais bem equipada para responder a desastres e desafios relacionados com o clima.

A MDI acredita que as comunidades resilientes são construídas através de uma forte liderança local, coesão social, inclusão financeira e preparação proativa para catástrofes.

Esta atividade foi possível graças à parceria entre a MDI e a Oxfam em Timor-Leste e financiada pelo Governo Australiano.
