“Youth Leadership Is Not Just About Talking About the Future, But About How Young People Take Action Today to Transform Our Grassroots Communities.”

CEPAD successfully conducted Youth Leadership Training for 60 young people (26 women and 34 men) in the municipalities of Aileu, Manatuto, and Liquiçá from 14 to 18 September 2026.

These young people received training as Trainers and Focal Points in their respective municipalities, enabling them to share what they have learned and put it into practice with other young people and communities in the administrative posts. The training was supported by 4 focal points from Aileu, 6 focal points from Manatuto, and 4 focal points from Liquiçá.

The training sessions in all three municipalities went very well. The young participants were highly active, proactive, and dynamic, creating an interactive environment with maximum creativity from all participants. Throughout the training, participants demonstrated great enthusiasm and shared their thoughts, visions, and new ideas through highly dynamic group discussions.

CEPAD is very proud of the quality and capacity of these young people, as well as their vision and maturity. We believe that each of them is now able to contribute to creating positive change together with the communities where they live.

We did not just sit and listen; we gained the confidence and space to express our voices and ideas about what leadership truly means and how to lead together with communities at the grassroots level. The training also included participation from the municipal focal point of the Ministry of Youth, Sports, Arts and Culture (MJDAC), the Municipal Youth Centre Coordinator, and the President of the Municipal Youth Council.

On 07–08 September 2026, CEPAD conducted a two-day Youth Leadership Training for 14 young Community Focal Points (7 women and 7 men) from Aileu, Manatuto, and Liquiçá.
The training strengthened participants’ leadership knowledge, confidence, and practical skills to work with their communities, take initiative, and lead positive change at the local level.

CEPAD Launches Training Manual on Youth Leadership to Turn Youthful Passion into Practical Leadership

Dili, Timor-Leste, 3 September 2026 - CEPAD is launching its “Training Manual on Youth Leadership,” a practical resource designed to help young people transform their energy, ideas, and commitment to their communities into concrete leadership skills.

Across Timor-Leste, young people are already contributing to their communities and envisioning a better future. Yet enthusiasm alone is not always enough to turn ideas into action. The new manual aims to bridge this gap by providing young people with practical tools and guidance to strengthen skills such as communication, teamwork, decision-making, problem-solving, community engagement, and responsible leadership.

“Youth leadership is not simply about having a voice; it is about having the skills and confidence to turn that voice into meaningful action,” said João Boavida of CEPAD.

The manual is intended to support young people, youth groups, educators, and community organizations in developing leadership that is grounded in local realities and responsive to community needs. By strengthening practical leadership capacity, CEPAD hopes to contribute to a generation of young leaders who can take initiative, work collaboratively, and create positive change in their communities.

The launch reflects CEPAD’s commitment to investing in young people as active contributors to Timor-Leste’s development - not only as future leaders, but as leaders today.

🌱 Leading Change, Building Communities: Empowering a New Generation of Local Leaders

Every community needs leaders - not only those who hold formal positions, but young women and men who choose to step forward, listen, inspire, and work alongside others to solve local challenges.

That is the vision behind CEPAD's Youth Leadership Training Manual.

On 30 July 2026, CEPAD brought together representatives from youth organizations, government ministries, and strategic partners in Dili to pre-test the content of the manual before its official launch.

This was more than a workshop. It was an opportunity to listen.

Participants shared their ideas, experiences, and constructive feedback to ensure the manual reflects the realities, aspirations, and leadership challenges faced by young people in communities across Timor-Leste. Their contributions will help shape a practical resource that equips youth with the knowledge, skills, values, and confidence to become effective leaders where leadership matters most - at the community level.

The activity was made possible through the active collaboration of the Ministry of Youth, Sports, Arts and Culture (MJDAC), the Ministry of Education, the National Youth Council of Timor-Leste (CNJTL), the National Catholic Youth Commission of Timor-Leste (CNJC-TL), the Youth Association for Justice Empowerment Timor-Leste (AJHJTL), the Association of Persons with Disabilities Timor-Leste (ADTL), and the University of Peace (UNPAZ), with generous financial support from GASC.

Reflecting on the importance of youth leadership, João Boavida, Executive Director of CEPAD, said:

"Sustainable peace begins when young people choose to lead within their own communities. Leadership starts with respect - respecting others, listening to different voices, and earning the trust of the community. When young people lead with integrity and humility, they gain the legitimacy to inspire others and mobilize collective action. Real leadership is not about authority; it is about service, bringing people together, and finding creative local solutions to local challenges."

With the valuable feedback received, CEPAD will now finalize the Youth Leadership Training Manual before officially launching it and rolling it out to young people across Timor-Leste.

Because the future of our nation will not be built by a few leaders in Dili - it will be built by thousands of young leaders serving their communities with courage, integrity, and purpose.

The journey starts now.

Empowering Timor-Leste’s Next Generation of Leaders for Peace and Sustainable Development.
On 1 July 2026, with the generous support of GASC, CEPAD convened an Interactive Dialogue with members of the National Consultative Group on Emerging Leadership (GKN-LF), bringing together representatives from Ministry of Youth, Sports, Arts and Culture (MYSAC), the Ministry of Education, Secretary of State for Equality (SSE), National Youth Council of Timor-Leste (NYCTL), Timor-Leste Youth Parliament Alumni (TLYPA), Timor-Leste Youth Association for Justice Empowerment (TLYAJE), and Timor-Leste Catholic Youth National Commission (TLCYNC), alongside members of CEPAD's General Assembly Directorate.
The dialogue provided a collaborative platform for young leaders to share their perspectives, experiences, and recommendations to strengthen and contextualise the draft Youth Leadership Training Manual (YLTM). Their valuable contributions will help ensure that the manual reflects the realities, aspirations, and challenges facing young people across Timor-Leste.
The Youth Leadership Training Manual is designed to equip young people with the knowledge, values, and practical leadership skills needed to become active agents of positive change. By building on local knowledge, community strengths, and youth-led initiatives, the manual seeks to inspire and empower young leaders to make voluntary contributions to peacebuilding, social cohesion, democratic participation, and sustainable development in their communities.
Closing the Interactive Dialogue, the President of CEPAD's General Assembly, Dr. Antonino Gonçalves, remarked:
"This discussion is of great importance because it helps strengthen the substance and relevance of the Emerging Leaders Training Manual (ELTM), ensuring that it is appropriate for young leaders at the suco (village) level. It will further enhance their capacity to become agents of transformation within their communities and to promote peace and sustainable development from the grassroots”
The dialogue was characterised by vibrant discussions, strong engagement, and the active participation of all youth representatives, reaffirming the importance of placing young people at the centre of shaping Timor-Leste's peaceful and sustainable future.
The Youth Leadership Training Manual will soon be finalised for formal approval before entering the implementation phase, marking another important milestone in CEPAD's commitment to investing in Timor-Leste's emerging generation of leaders.

CEPAD, in partnership with GASC as the funding partner, convened the inaugural meeting of the National Young Leadership Advisory Group (NYLAG) at the Ministry of Youth, Sports, Arts and Culture (MYSAC). The meeting aimed to establish the group's structure and provide members with an orientation on the objectives and activities of the Young Leadership Training Programme, as well as the role and responsibilities of NYLAG in supporting the programme's implementation.
The National Young Leadership Advisory Group was established to work closely with CEPAD's Programme Technical Team to ensure that young people are empowered to harness their leadership potential and contribute meaningfully to helping communities address their local priorities, particularly in the areas of peacebuilding and sustainable development across Timor-Leste.
The meeting brought together representatives from the Ministry of Youth, Sports, Arts and Culture (MYSAC), the Ministry of Education, the Secretariat of State for Equality (SSE), the National Youth Council of Timor-Leste (CNJTL), the Timor-Leste Youth Parliament Alumni Association (APFTL), the Youth Association for Strengthening Justice Timor-Leste (AJHJ-TL), the National Commission for Catholic Youth of Timor-Leste (CNJCTL), Juventude Hadomi Natureza (JHN), and GASC as the programme's funding partner.
Together, we are strengthening youth leadership to help build more peaceful, inclusive, and resilient communities throughout Timor-Leste.
