📌 Business-to-government reporting: how does the reform aim to simplify information requirements?

Businesses submit information to public institutions to meet various obligations. This process is known as business-to-government reporting, or B2G.

The administrative burden increases when several institutions request the same information through different forms, formats, or deadlines. Businesses spend time preparing and submitting it again.

🔎 In the area of the business environment, Albania’s Reform Agenda provides for simplifying this reporting. The change requires:

▪️ Reviewing the data requested: which institution needs each data item, for what purpose, and where it is already held.

▪️ Clear reporting rules: what must be reported, by whom, in which format, and by what deadline.

▪️ Secure exchange between systems: allowing institutions to reuse existing information where legally permitted, with defined access rights and data protection safeguards.

The reform includes a roadmap setting out actions and responsibilities, alongside a simplified reporting framework that translates them into rules institutions and businesses can use.

For businesses, the goal is fewer duplicate requests and clearer, more predictable obligations. Moving forms online brings benefits when accompanied by simpler information requirements.

This infographic in the “From Commitment to Delivery” series explains the connection between reporting reform and reducing the administrative burden on businesses.

📌 Business inspections: what should the reform change?

An inspection checks whether a business complies with the rules governing its activities. For businesses, it matters to know what is being checked, on what basis, and how the resulting decision is justified.

In the area of the business environment, Albania’s Reform Agenda provides for improvements to inspection practices. For businesses to experience these changes in practice, clarity must extend throughout the process:

📋 Before the inspection: public checklists explaining the requirements to be checked and their legal basis, so businesses can prepare.

🔎 During the inspection: clear procedures and documented findings, so similar cases receive consistent treatment.

📄 After the inspection: an understandable decision explaining the findings, the reasoning, and how it can be challenged.

The reform commitment includes 3 concrete actions:

▪️ Analysing the inspection system.
▪️ Adopting legal amendments.
▪️ Publishing operational checklists.

Practical implementation also requires clear responsibilities across institutions, risk-based inspections, and records that help identify repeated or overlapping checks.

For businesses, this should mean a more predictable process and less scope for unjustified demands. A published checklist makes a difference when inspectors use it and base their decisions on documented findings.

This infographic in the “From Commitment to Delivery” series explains what inspection reform aims to achieve and how it connects to businesses’ everyday experience.

Angazhimi i reformës përfshin 3 veprime konkrete:

▪️ Analizën e sistemit të inspektimeve.
▪️ Miratimin e ndryshimeve ligjore.

📌 Reform fulfilment: what does implementation evidence show?

To assess whether a commitment has been fulfilled, we first need to examine exactly what it requires. If the requirement is to adopt a strategy, its formal adoption may fulfil the condition. If the requirement is to establish an authority and ensure it operates, a structure on paper is insufficient.

🔎 Evidence helps us understand how far implementation has progressed:

▪️ Adoption: has the required legal act or plan been adopted?
▪️ Readiness: are the staff, budget, procedures, and systems in place to make it work?
▪️ Use: are cases being processed and services delivered in practice?
▪️ Benefits: have service times decreased, documentation requirements been simplified, or quality improved?

These levels help explain implementation. Official fulfilment is assessed against the specific requirements of each condition.

Preparatory work may have been completed even when a condition remains unfulfilled. However, an analysis or draft does not replace the element required to fulfil it.

Through the “From Commitment to Delivery” project, CSDG will analyse the available evidence to clarify what has been achieved, what is missing, and what this means for businesses. The European Commission is responsible for the official assessment of whether the conditions have been fulfilled.

Our fourth infographic explains how obligations connect with evidence and results in practice.

▪️ Përdorimi: a trajtohen dosje dhe a ofrohen shërbime në praktikë?

📌 One reform, several steps: what does CSDG monitor?

A reform aims to address a problem through a set of changes. Within it, each step establishes a specific obligation, with a defined result and deadline. To understand a reform’s progress, we need to examine what has been achieved at each step.

Completing one step does not automatically mean fulfilling the other or completing the entire reform.

🔎 Through the “From Commitment to Delivery” project, CSDG will monitor 5–7 priority business environment reforms and selected obligations within them. For each step, monitoring will connect:

✅ The specific obligation with the required result.
📅 The deadline with the responsible institution.
📄 Fulfilment with the document or result that demonstrates it.

This also helps identify what is missing: a legal act, a consultation, a budget, or the practical use of a system. Identifying the obstacle makes the action needed to address it clearer.

Our third infographic explains how we move from broad commitments to concrete steps, responsibilities, and verifiable evidence.

📅 Afatin me institucionin përgjegjës.

💶 EU financing for reforms in Albania: how much is allocated and how are funds released?

For 2024–2027, Albania has an indicative allocation of €922.1 million under the European Union’s Reform and Growth Facility. This financing comprises:

▪️ €429 million in loans channelled to the state budget;
▪️ €228.5 million in loans for investments through the Western Balkans Investment Framework (WBIF);
▪️ €264.6 million in grants through the WBIF.

📊 According to the financial overview dated 14 July 2026, approximately €213 million had been released for Albania, including pre-financing.

The indicative allocation and the funds released are two different measures. Payments linked to results depend on the fulfilment of Reform Agenda conditions and their verification by the European Commission.

🔎 When a payment condition remains unfulfilled, the corresponding funding may be withheld pending its fulfilment. Both institutional action and evidence demonstrating completion therefore matter.

These funds support reforms and investments in the country; they are not grants automatically transferred to businesses.

The second infographic in our “From Commitment to Delivery” series explains the financing breakdown and the link between reform implementation, verification and the release of funds.

▪️ 429 milionë euro hua për buxhetin e shtetit;
▪️ 228,5 milionë euro hua për investime përmes Kornizës së Investimeve për Ballkanin Perëndimor (WBIF);
