To better understand this development, ๐๐š๐ซ๐ญ๐ง๐ž๐ซ๐ฌ ๐€๐ฅ๐›๐š๐ง๐ข๐š ๐ข๐ฌ ๐œ๐จ๐จ๐ซ๐๐ข๐ง๐š๐ญ๐ข๐ง๐  ๐ญ๐ก๐ž ๐ซ๐ž๐ ๐ข๐จ๐ง๐š๐ฅ ๐ฉ๐ซ๐จ๐ฃ๐ž๐œ๐ญ "๐ƒ๐ž๐œ๐จ๐๐ข๐ง๐  ๐€๐ˆ ๐๐จ๐ฐ๐ž๐ซ: ๐‚๐ข๐ฏ๐ข๐œ ๐„๐ง๐ ๐š๐ ๐ž๐ฆ๐ž๐ง๐ญ ๐š๐ง๐ ๐†๐จ๐ฏ๐ž๐ซ๐ง๐š๐ง๐œ๐ž ๐ข๐ง ๐ญ๐ก๐ž ๐–๐ž๐ฌ๐ญ๐ž๐ซ๐ง ๐๐š๐ฅ๐ค๐š๐ง๐ฌ." The project examines how AI is used and governed in selected public administration sectors across six Western Balkan countries. It explores legal and policy frameworks, governance practices, institutional engagement and civil society capacity, identifying opportunities for advocacy, monitoring and policy dialogue at national and EU levels.

Preliminary findings, based on desk research, indicate that:

๐Ÿ“Œ ๐€๐ˆ-๐ฌ๐ฉ๐ž๐œ๐ข๐Ÿ๐ข๐œ ๐Ÿ๐ซ๐š๐ฆ๐ž๐ฐ๐จ๐ซ๐ค๐ฌ ๐š๐ซ๐ž ๐š๐ญ ๐๐ข๐Ÿ๐Ÿ๐ž๐ซ๐ž๐ง๐ญ ๐ฌ๐ญ๐š๐ ๐ž๐ฌ ๐จ๐Ÿ ๐๐ž๐ฏ๐ž๐ฅ๐จ๐ฉ๐ฆ๐ž๐ง๐ญ. Some countries have adopted AI strategies, while others are preparing strategies or draft legislation. In some contexts, no AI-specific instrument has yet been adopted, and existing systems are primarily subject to broader laws on data protection, non-discrimination and administrative procedures.

๐Ÿ“Œ ๐ˆ๐ง๐Ÿ๐จ๐ซ๐ฆ๐š๐ญ๐ข๐จ๐ง ๐š๐›๐จ๐ฎ๐ญ ๐€๐ˆ ๐ฌ๐ฒ๐ฌ๐ญ๐ž๐ฆ๐ฌ ๐š๐ง๐ ๐ก๐จ๐ฐ ๐ญ๐ก๐ž๐ฒ ๐จ๐ฉ๐ž๐ซ๐š๐ญ๐ž ๐ซ๐ž๐ฆ๐š๐ข๐ง๐ฌ ๐ฅ๐ข๐ฆ๐ข๐ญ๐ž๐. In many cases, information about the technologies and data used, testing, impact assessments and institutional responsibilities is not publicly available. Citizens are not always clearly informed when AI is used in a service or influences a decision affecting them.

๐Ÿ“Œ ๐‚๐ข๐ฏ๐ข๐ฅ ๐ฌ๐จ๐œ๐ข๐ž๐ญ๐ฒ ๐œ๐จ๐ง๐ญ๐ซ๐ข๐›๐ฎ๐ญ๐ž๐ฌ ๐ญ๐จ ๐ฆ๐จ๐ง๐ข๐ญ๐จ๐ซ๐ข๐ง๐  ๐š๐ง๐ ๐๐ž๐›๐š๐ญ๐ž ๐จ๐ง ๐€๐ˆ, ๐›๐ฎ๐ญ ๐ข๐ญ๐ฌ ๐ข๐ง๐ฌ๐ญ๐ข๐ญ๐ฎ๐ญ๐ข๐จ๐ง๐š๐ฅ ๐ข๐ง๐ฏ๐จ๐ฅ๐ฏ๐ž๐ฆ๐ž๐ง๐ญ ๐ข๐ฌ ๐ฎ๐ง๐ž๐ฏ๐ž๐ง. The documents record research, submissions and advocacy, while specialised expertise appears to be concentrated among a limited number of organisations. In some cases, consultation with civil society organisations and affected groups is not documented or does not take place through structured mechanisms.

Field research and interviews with relevant stakeholders are ongoing. The findings will be further developed as the project progresses. Stay tuned!

๐Ÿ‡ฆ๐Ÿ‡ฑ๐Ÿค๐Ÿ‡ช๐Ÿ‡บ EUth Negotiators of the Future

From 1โ€“3 October in ๐Ÿ“ Podgorica, Partners Albania joined the Regional Youth Forum โ€œEUth Negotiators of the Futureโ€, together with 7 young representatives from Albania, alongside partners and young participants from Montenegro and North Macedonia. ๐Ÿค

Through expert sessions, group discussions and an interactive negotiation simulation, participants explored the EU accession process, regional cooperation and the role of young people in shaping ๐Ÿ‡ช๐Ÿ‡บ European integration. They stepped into the roles of country delegations and a youth-led EU Panel, learning to build arguments, defend their positions, respond to challenges and, most importantly, find common ground.

The experience went beyond a simulation. It gave young people the opportunity to speak up, negotiate, challenge ideas and contribute to proposals that can feed into the upcoming Regional Youth Policy Paper. ๐Ÿ—ฃ๏ธ๐Ÿ“„

๐ŸŽค The day opens with a keynote address by Enrico Letta, President of the Jacques Delors Institute and former Prime Minister of Italy, on โ€œSingle Market and Enlargement: The Future of Europe.โ€

๐Ÿ’ฌ The programme continues with a series of parallel and thematic sessions addressing key issues for Europe, the Western Balkans and the EU enlargement process, bringing together civil society representatives, experts and policymakers for discussion and exchange.

๐Ÿ“Œ The discussion will focus on a critical question: How can commitments to civic space, democratic standards and meaningful civil society participation become concrete and binding elements of the EU enlargement process?

The session will bring together regional perspectives on civic space, democratic accountability, media freedom, electoral integrity and meaningful participation in decision-making, with a focus on how these principles can be better reflected in the EU accession process and the Western Balkansโ€™ path towards the EU.
