We are proud to present Partners Albania’s Annual Report 2025. 📘

2025 was a challenging year for civil society in Albania. Funding pressures, shifting international priorities, shrinking civic space, and increased public scrutiny created a demanding environment. Yet, we remained committed to our core principles: building trust, acting with integrity, and creating lasting impact.

At the same time, Albania’s continued progress toward EU accession reaffirmed the vital role of civil society in shaping reforms and institutional change. Throughout the year, we strengthened our policy engagement, deepened cooperation with European partners, and continued investing in the people and communities working toward a stronger, more participatory Albania. 🇦🇱🇪🇺

None of this would be possible without the trust and dedication of our team, partners, donors, and the wider network of collaborators who stand alongside us.

🇦🇱 Civil Society in Albania: Navigating Democratic and Digital Change 🌐🤝

📃 Partners Albania is pleased to share the 𝐀𝐥𝐛𝐚𝐧𝐢𝐚 𝐂𝐨𝐮𝐧𝐭𝐫𝐲 𝐑𝐞𝐩𝐨𝐫𝐭, contributing Albanian findings and perspectives to a broader regional analysis exploring how democratic and digital transformations are reshaping civil society across 13 countries in Eastern Europe, the Western Balkans, the Black Sea region, the Caucasus, and Central Asia. 🌍

The report was developed as part of the Regional Support Mechanism EECA project that covers Albania, Armenia, Bosnia and Herzegovina, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Moldova, Montenegro, North Macedonia, Serbia, Türkiye, and Ukraine.

📊 The report provides a snapshot of Albania’s civil society sector, exploring the key developments, trends, and transformations that are reshaping civic action today. From democratic governance and civic participation to organizational sustainability, digital transformation, communication, digital security, countering disinformation, and artificial intelligence, the report provides a comprehensive picture of the environment in which civil society organizations operate.

Following the 🇪🇺 EU Delegation’s consultation with civil society, Partners Albania submitted its written contribution to the programming of EU financial assistance to Albania under the next Multiannual Financial Framework.

Our contribution highlights the importance of shifting the focus from legislative alignment to the effective implementation, monitoring and accountability of reforms, while strengthening democratic governance, civic participation and an enabling environment for civil society.

We also emphasise that future programming should combine project-based funding with long-term institutional support, including operational and core funding, enabling CSOs to retain expertise and contribute consistently throughout 🇦🇱 Albania’s EU accession process.

Dedicated and predictable funding for civil society should remain an integral part of the enlargement architecture and, wherever possible, be channelled directly to local organisations, recognising them as strategic partners in implementing and monitoring reforms and strengthening accountability.

Over the last 9 months, these outstanding businesses transformed their green ideas into tangible actions, introducing sustainable solutions, strengthening their operations, and demonstrating how entrepreneurship can drive positive environmental and social impact.

🌱 At the newly established 𝐉𝐨𝐫𝐞𝐚𝐧 𝐒𝐡𝐨𝐩 in Vlora, you will find a range of cosmetic and personal hygiene products, produced with local organic products, using environmentally friendly packaging: solid and liquid soaps; healing balms for different skin problems; body creams; scrubs and many more.

🌱 With 𝐑𝐞𝐚𝐥𝐢𝐭𝐲 𝐄𝐬𝐜𝐚𝐩𝐞𝐫𝐬 𝐀𝐥𝐛𝐚𝐧𝐢𝐚 you can now explore the Vlora coastline, the Vjosa river valley and the Shushicë area like never before. creates a new experience for tourists, by serving as an alternative form of recreation and raising awareness about environment and biodiversity preservation. 🇦🇱 Gjatë muajve qershor–korrik, Partnerët Shqipëri për Ndryshim dhe Zhvillim organizoi tre takime konsultuese rajonale në kuadër të Grupit Tematik të Punës IV– “Hapësira Civile dhe Demokratizimi”, me pjesëmarrjen e rreth 50 përfaqësuesve të organizatave të shoqërisë civile, medias, think tank-eve dhe ekspertëve nga Ballkani Perëndimor.

Ky proces krijoi një hapësirë për dialog, shkëmbim përvojash dhe reflektim të përbashkët mbi sfidat kryesore që ndikojnë në hapësirën civile dhe zhvillimin demokratik në rajon. Diskutimet u fokusuan në identifikimin e prioriteteve të përbashkëta dhe hartimin e rekomandimeve të bazuara në evidencë.

📃 Kontributet e mbledhura gjatë konsultimeve do të shërbejnë si bazë për hartimin e raportit me rekomandime të Grupit Tematik të Punës. Drafti i raportit do të prezantohet për diskutim gjatë një takimi rajonal në muajin shtator, përpara finalizimit të tij dhe prezantimit në Forumin e Shoqërisë Civile dhe Think Tank-eve (CSF) ne tetor 2026.

Falënderojmë të gjithë përfaqësuesit e organizatave të shoqërisë civile, medias, think tank-eve dhe ekspertët për kontributin e tyre në këtë proces.

CSF 2026 organizohet nga Open Society Foundations Western Balkans, në partneritet me Qeverinë e Kosovës dhe në bashkëpunim me Qeverinë e Malit të Zi. Forumi do të zhvillohet në Prishtinë, ndërsa rekomandimet e tij do t'u prezantohen liderëve të vendeve pjesëmarrëse në Samitin e Procesit të Berlinit në Podgoricë.

🇬🇧 Throughout June and July, Partners Albania for Change and Development organized three regional consultation meetings as part of Thematic Working Group IV – Civic Space and Democratization, bringing together around 50 representatives of civil society organizations, media, think tanks, and experts from across the Western Balkans.

The consultation process provided a valuable platform for dialogue, exchange of experiences, and joint reflection on the key challenges affecting civic space and democratic development in the region. Discussions focused on identifying shared priorities and developing evidence-based recommendations.

📃 The contributions gathered during the consultations will serve as the foundation for the Working Group’s recommendations report. A draft of the report will be presented for discussion at a regional meeting in September, before being finalized and presented at the Civil Society and Think Tank Forum (CSF) in October 2026.

We thank all representatives of civil society organizations, the media, think tanks, and experts for their valuable contributions to this process.

CSF 2026 is organized by the Open Society Foundations Western Balkans, in partnership with the Government of Kosovo and in cooperation with the Government of Montenegro. The Forum will take place in Prishtina, and its recommendations will be presented to the leaders of the participating countries at the Berlin Process Summit in Podgorica.
