An important step forward for transparency and data protection in Albania! On 18 June 2026, the new Draft Strategy of the Commissioner for the Right to Information and Personal Data Protection (IDP) — developed with the support of PACEP II — was presented and opened for consultation.

The event was opened by the Secretary General of the Office of the Commissioner for the Right to Information and Personal Data Protection, who also presented the main elements of the draft strategy, along with the institution's openness to receiving comments and suggestions to further improve the document.

A central part of the day was the open discussion, where representatives of public institutions and civil society organisations shared concrete inputs and suggestions to strengthen the document — an inclusive process that reinforces transparency, the protection of personal data, and citizens' right to information.

As part of its community of practice events, PACEPII brought together the Assembly of Albania, INSTAT, and civil society organizations to strengthen the use of official statistics in policymaking, monitoring, and advocacy.

Through presentations, hands-on demonstrations of INSTAT's platforms, and an open discussion on data needs, the meeting paved the way for a more evidence-based approach across institutional and public processes — and for further cooperation and training among all parties.

The event was co-organized by INSTAT and Global Partners Governance Albania, under the project "Support for the Parliament and Civil Society" (PACEP II), funded by the Swiss Agency for Development and Cooperation (SDC).

On June 8, PACEP II–supported NGOs took part in a parliamentary hearing to advocate for several important initiatives.
, & advocated for the protection of children in the digital environment, including the need to set a minimum age of 16 for independent access to social media.

& made the case for removing or reducing VAT on menstrual hygiene products.

raised concerns about the limited attention given to the Gender Equality Law in reports by independent institutions, noting that stronger integration of the law into institutional monitoring and reporting is essential for assessing real progress.

The proposals sparked meaningful discussion, reinforcing the importance of continued dialogue and accountability in advancing these issues.

On 28 May 2026, the Committee on Civic Initiative, Cooperation and Institutional Oversight hosted a roundtable on “Parliamentary Oversight as an Instrument for Good Governance and EU Integration”.

The event was organized in partnership with the Embassy of Switzerland and PACEP II, as well as the Embassy of the Kingdom of the Netherlands and the ClusterOne Platform project.

It brought together representatives of Parliament, public institutions, civil society, and international partners to discuss strengthening Parliament’s oversight role, increasing transparency, improving mechanisms for citizen participation, and enhancing interinstitutional cooperation in the context of Albania’s EU integration process.

Committee members presented the body’s strategic objectives, new rules of procedure, and annual oversight calendar. Participants then engaged in an open discussion about making parliamentary oversight more effective and bringing citizens closer to the decisions that affect them.

The Committee on Civic Initiatives, Cooperation and Institutional Oversight, in cooperation with the Embassy of Switzerland and the Embassy of the Kingdom of the Netherlands held a roundtable discussion on “Parliamentary Oversight as an Instrument for Good Governance and EU Integration.”

The event brought together Members of Parliament, representatives of the diplomatic corps, independent institutions, public institutions, civil society organizations, media, interest groups, and international partners to exchange views on strengthening modern mechanisms of parliamentary oversight, institutional accountability, inter-institutional cooperation, and citizen participation in decision-making processes.

The roundtable also served as a consultation platform with civil society organizations, experts, media, and interest groups to identify opportunities for cooperation and to integrate their expertise into the oversight processes of the Parliament.

Mr. Philipp Arnold, Deputy Head of Mission of Switzerland, emphasized the importance of bringing together all relevant actors to strengthen the oversight role of Parliament, increase transparency, and foster a genuine culture of accountability.

The Swiss support was provided through the PACEP II project, contributing to efforts aimed at strengthening democratic governance, parliamentary oversight, and Albania’s EU integration process.

Our partners hosted a working lunch with team of the Legal Service Department of the Albanian Parliament to discuss the implementation of the Law on Gender Equality and the role of parliamentary oversight in advancing gender equality in Albania.

The conversation centered on key challenges in monitoring gender equality policies, strengthening institutional and stakeholder coordination, and advancing gender mainstreaming in practice.

Moments like these matter — open dialogue, shared expertise, and a commitment to institutional accountability are essential to making gender equality a lived reality.

Representatives from the Offices of the Commissioner for the Right to Information and Protection of Personal Data, as well as the Commissioner for Protection from Discrimination, took part in a workshop organized by PACEPII focused on exchanging best practices for improving institutional work processes.

The workshop explored:
• new approaches to more effective periodic and annual reporting;
• the integration of performance indicators into reporting systems;
• the restructuring of reports in line with the Parliament’s requirements for independent institutions.

Discussions also highlighted the importance of digitizing internal complaint-handling systems to increase efficiency and modernize workflows within National Human Rights Institutions.

Collaboration and the exchange of experiences remain essential for strengthening independent institutions and improving services for citizens.

With the support of PACEP II, the preliminary findings of the 2025 Annual Report of the Ombudsperson were presented ahead of its formal submission to Parliament—marking a significant step towards a more open, inclusive, and participatory reporting process.

This approach transforms the report into a real-time “scanner” of the state of human rights in Albania. Through a broad roundtable bringing together civil society, public institutions, and the diplomatic corps, the Ombudsperson invited stakeholders to directly contribute to the finalisation of the report.

This initiative reflects the continued commitment of the PACEP II project to enabling the creation of an effective oversight ecosystem by strengthening independent institutions, enhancing transparency and accountability, and promoting meaningful stakeholder engagement in democratic processes.

Strong and independent institutions remain essential for safeguarding human rights and advancing Albania’s path towards EU integration.
