Building a More Resilient California 💧

We’re proud to share that the Santa Ana Watershed Project Authority (SAWPA) has been awarded funding through the Regional Resilience Grant Program under the Governor's Office of Land Use and Climate Innovation (LCI) (Formerly the Governor’s Office of Planning and Research (OPR)) and ICARP initiative.

This project will create a Santa Ana River Watershed Climate Adaptation and Resilience Plan (CARP) — a community-driven effort to strengthen climate resilience, promote equity, and support sustainable water solutions across the region.

Rural water systems face tough challenges: aging infrastructure, wildfire and drought risks, compliance hurdles, and affordability concerns. A new project guide lays out practical steps for small systems to plan and deliver improvements more effectively.

Key strategies include:
✔️ Smart planning—map assets, track regulations, and prioritize projects by risk & funding fit
✔️ Layered funding—combine SAFER/USDA, DWSRF, and HMGP for maximum impact
✔️ Streamlined approvals—launch CEQA/NEPA and groundwater coordination early
✔️ High-value investments—focus on treatment, resilient storage, lead line replacement, consolidation, and backup power

The takeaway? Prioritize, stack funding, and move planning and design in parallel to get critical projects done faster.
