Due to threatened federal homelessness funding streams, Homeless Youth Emergency Services & Housing (YE) and HY Pilot funding could disappear by the 2026–27 budget year, destabilizing critical services for thousands of vulnerable youth across California. It’s time for California to step up to stop chronic homelessness upstream before it begins.

The facts are there.
In 2022–23 alone, the Homeless Youth Emergency Services Pilot provided:

• 625 educational services
• Shelter for 1,686 youth
• 22,175 meals
• 947 independent living supports

These services work and are desperately needed. Youth cannot wait.

When young people enter foster care, the system assumes a responsibility to provide the safety, stability, and support that youth receive from family. But too many transition-age foster youth continue to face silence and delay as they struggle to access the very services designed to protect them.

At the California Youth Crisis Line, we hear this story far too often. That is why the California Coalition for Youth is proud to co-sponsor AB 1967 alongside the Alliance for Children’s Rights.

AB 1967 (Assemblymember Rick Chavez Zbur) addresses those gaps by:

- Requiring timely and responsive action when vulnerable youth independently request assistance from child welfare agencies;

- Removing barriers to extended foster care reentry for youth whose guardians or adoptive parents are no longer supporting them; and

- Updating relevant sections of state law to replace binary language with gender-neutral language.
