Manhattan Community Board 11 CB11 is a local government agency of the City of New York representing the neighborhood of East Harlem/El Barrio.

Manhattan CB11 is a local government agency of the City of New York encompassing the neighborhood of East Harlem/El Barrio, an area between 96th and 142nd Streets, from Fifth Avenue to the East River, including Marcus Garvey Park, as well as Randall's and Ward's Islands. Like all other community boards, CB11 is mandated by the City Charter of the City of New York and is responsible for participati

ng in long-term community planning, Uniform Land Use Review Procedure (ULURP); reviewing applications for liquor licenses, sidewalk cafes, street fairs, and street closings; assessing community needs in the City budget; ensuring the proper delivery of municipal services; and advocating for the welfare of the community district and its residents. The Board consists of up to 50 volunteer members who are appointed by the Manhattan Borough President, 25 of whom are selected on the recommendation of the City Council Members representing our District. Board members serve for staggered terms of two years; one-half of the membership is appointed each year. All of CB11's Board Members live, work or have a significant interest in the District and were appointed based on their qualifications and the needs of the Board.

Dear Community Stakeholders,

The MTA’s controlled blasting for advancement of Phase 2 of the Second Avenue Subway Project, is now set to being Thursday, June 11.

As previously communicated, this will start with a period of test blasting which will consist of three test blasts conducted over a 7-day period. After each test blast, data will be collected to confirm the blasting plan, the zone of influence, and all safety measures.

Upon completion of the test period and confirmation of blast plans, including any adjustments determined necessary by the testing phase, production blasting will commence.

Production blasting will consist of one to two blasts per day through the conclusion of blasting operations, which for both the 125th and Lex , and 125th and Park locations, is expected to last through 2027.
The attached flyers (in both English and Spanish) will be distributed to our SAS2 outreach lists, locations around the blasting zone, and any sensitive receptors (ie schools, medical or senior centers) in the vicinity.

Community Board 11 is launching “Open Conversations” with Chairperson Adem Brija and members of the Board.

Starting Friday, May 8th, residents, business owners and other stakeholders are welcome to stop by the CB11 office to raise concerns, ask questions, share ideas, or simply have a conversation about the community.

These sessions are meant to make the Community Board even more open, accessible, and connected to the residents and community we serve.

This past Wednesday, CB11M broke ground at Timbale Terrace alongside and many other East Harlem and NYC leaders.

Community Board 11 has played a pivotal role in shaping this project since day one — working to ensure it reflects the needs and priorities of East Harlem, from deep affordability to meaningful cultural investment and lasting community impact.

341 apartments. 100 percent affordable. Nearly one-third set aside for formerly homeless New Yorkers. And a permanent home for Casa Belongo that will be an incredible addition to East Harlem and help strengthen the northern Park Avenue corridor of the community tremendously.
