Manhattan Community Board 11 CB11 is a local government agency of the City of New York representing the neighborhood of East Harlem/El Barrio.

Manhattan CB11 is a local government agency of the City of New York encompassing the neighborhood of East Harlem/El Barrio, an area between 96th and 142nd Streets, from Fifth Avenue to the East River, including Marcus Garvey Park, as well as Randall's and Ward's Islands. Like all other community boards, CB11 is mandated by the City Charter of the City of New York and is responsible for participati

ng in long-term community planning, Uniform Land Use Review Procedure (ULURP); reviewing applications for liquor licenses, sidewalk cafes, street fairs, and street closings; assessing community needs in the City budget; ensuring the proper delivery of municipal services; and advocating for the welfare of the community district and its residents. The Board consists of up to 50 volunteer members who are appointed by the Manhattan Borough President, 25 of whom are selected on the recommendation of the City Council Members representing our District. Board members serve for staggered terms of two years; one-half of the membership is appointed each year. All of CB11's Board Members live, work or have a significant interest in the District and were appointed based on their qualifications and the needs of the Board.

🌊 EAST HARLEM CANNOT KEEP WAITING FOR ITS WATERFRONT.

Community Board 11 Manhattan joined CBS News New York at the East River Esplanade to call attention to the unacceptable conditions along our waterfront and the significant portions of the Esplanade that still remain unfunded.

πŸ’ͺ We were proud to have such a strong turnout from our Board. Thank you to CB11 members Derek Stampone, Rosa Diaz, Russel Schuler, Kioka Jackson, Corazon Grajales, Leslie Colon, Jewel Jones, Michael Suarez, and Chairperson Adem Brija for showing up and standing together for East Harlem.

For years, our community has watched sections of the East River Esplanade deteriorate while waiting for the investment needed to finally rebuild them.

East Harlem deserves a safe, accessible, and beautiful waterfront β€” and our residents deserve to know how and when that will become a reality.

β€” we are asking you to work directly with Community Board 11 Manhattan to secure the funding needed for the remaining portions of the East Harlem Esplanade and provide our community with a clear plan and timeline for getting the work done.

⏳ We have waited long enough. This cannot continue to be pushed down the road.

Today’s Open Conversations, Thursday, August 13, is canceled and will instead be held tomorrow, Friday, August 14, from 3:00 PM to 6:00 PM at the Community Board 11 office, 1664 Park Avenue.

Moving forward, Open Conversations will be held every Friday from 3:00 PM to 6:00 PM. We’re making the change to Fridays based on the better turnout we’ve seen and to give more community members an opportunity to stop by, meet with the Chair and Board Members, ask questions, share concerns, and discuss ideas for East Harlem.

East Harlem's small businesses should not have to bear the financial burden of years of Second Avenue Subway construction on their own.

Community Board 11 is calling on , , , , , , and to work together to advance legislation or require the MTA and its contractors to establish a dedicated Small Business Relief Fund that provides grants and direct financial assistance to businesses impacted by long-term construction.

Our local businesses are more than storefronts. They create jobs, support families, support neighborhood organizations, and have helped define the character of East Harlem for generations. If we can invest billions of dollars in building this vital transit project, we can also invest in protecting the businesses that make our neighborhood what it is.
No small business should be forced to close because of a public infrastructure project that will ultimately benefit the entire city.
