Illinois Collaboration on Youth We promote the safety, health & economic success of Illinois’ children

The Illinois Collaboration on Youth (ICOY) is a statewide membership association that works to lead the way for children and youth services, strengthen the network of providers, and improve outcomes for children and youth in Illinois. ICOY members have the voice and the resources necessary to advocate for an improved child welfare and youth service system throughout the state of Illinois. This past week, ICOY hosted the 2026 Annual Fall Policy Advisory Committee (PAC) Retreat. Consisting of guest speaker Miranda Lynch-Smith, ICOY’s policy updates, and group discussion on future change, the retreat served as an environment for strong collaboration and forward movement in advocating for Illinois youth. Thank you to our PAC members from Kmetko & Associates, Maryville Academy, Lutheran Child and Family Services of Illinois (LCFS), Lawrence Hall, The Center for Youth and Family Solutions, Chicago Children's Advocacy Center, Ignite Chicago, Lakeside Community Committee, Kaleidoscope, and The Allendale Association for taking part in the impactful retreat. And a special appreciation towards guest speaker Miranda Lynch-Smith. ICOY appreciates your impactful contribution!

Celebrate National Voter Registration Day with ICOY!

ICOY has partnered with Democracy Works to provide access to TurboVote, a nonpartisan civic engagement platform. One link registers a young person to vote, confirms a registration they already have, and keeps them on top of every election after that. It takes about two minutes on a phone. ICOY thanks Lutheran Child and Family Services of Illinois (LCFS) for hosting an impactful legislative tour last week, bringing together staff from organizations centered on youth care through social work, education support, and more. Through establishing an advocacy-centered, welcoming environment, successes and obstacles were shared by attendees with each other and legislators, bringing awareness to pressing challenges. We appreciate our member organizations for taking part.

Thank you to State Representative Dagmara Avelar, Rep. Margaret DeLaRosa, Representative Barbara Hernandez, State Senator Karina Villa, Elizabeth Nunez from the Kane County Health Department, and legislative staff for Senator Laura Ellman, Representative Janet Yang Rohr, Sen. Karina Villa, and Rachel F. Ventura for attending.

Not only did legislators attend to show their support. They showed their care and service to the communities they represent by contributing to the conversation and sharing how they have crafted, supported, and will continue to do so for legislation that provides organizations with the resources and funding that they need.

ICOY's response to Illinois receiving up to $768 million from Meta's settlement to address harms to children caused by Meta's social media platforms:

"Courts have found that social media has harmed the mental health and wellbeing of children and youth. The settlement with Meta is intended to help address those harms and provide restitution for children and youth who have been impacted. The Illinois Collaboration on Youth is aligned with ACT Now and Fund IRL to ensure that the funds are expended in ways that support young people and make a meaningful difference in their lives. These services and activities include mental health, afterschool and summer programs, mentoring, sports, arts, outdoor experiences and other opportunities that help young people connect, belong and thrive.

Young people and community organizations offering eligible services and activities should have a significant voice in how these investments are made here in Illinois. The process of distributing these funds should be transparent, inclusive, and accountable to make sure that they are used in ways that reach children and youth, and strengthen their well-being."
