“We were honored to represent E3 Alliance at StriveTogether's 2026 Cradle to Career Network Convening, connecting with leaders from across the country who are advancing more aligned and equitable systems for students and families,” said Heather Salaz, E3 Alliance’s director of systems alignment.

“A highlight was participating in a panel alongside our partners from National Alliance for Partnerships in Equity and Pflugerville ISD, where we shared lessons from our collective work and the importance of cross-sector partnership in turning data into action,” she continued.

Lauren Thomas, E3 Alliance’s director of collaborative action, conveyed, “The convening also created many meaningful opportunities to honor our founder, Susan Dawson. Her contributions were remembered through the Ladies Who Lead reception, with boot pins and consistent recognition of the leadership and legacy she leaves behind. Her influence was present throughout the gathering and remains deeply connected to the work ahead.”

“We returned home encouraged, challenged, and even more committed to leading change together,” Lauren continued.

What is reclassification and why does it matter for emergent bilingual students?

Reclassification is the process through which emergent bilingual students meet state criteria to be considered English proficient and no longer require additional language supports.

E3 Alliance research found that Central Texas emergent bilingual students who reclassified before middle school had 2.2 times higher odds of approaching standard or above on Grade 6 reading STAAR.

Yet, Central Texas students are reclassifying at lower rates than their peers statewide. Among emergent bilingual students who were in fifth grade in 2018, 28% in Central Texas had reclassified by 12th grade, compared with 34% statewide.

What can schools do? Monitor TELPAS practices to support consistent expectations and appropriate testing conditions, and communicate with students and families year-round about TELPAS, reclassification criteria and how language proficiency decisions can affect course access and postsecondary options.

This work is especially timely as Texas prepares to implement new English Language Proficiency Standards in the 2026-27 school year and transition TELPAS to a new assessment.

E3 Alliance research found that 54% of Central Texas emergent bilingual 4-year-old students who attended pre-K met the kindergarten readiness standard, compared with 24% of their peers who did not attend pre-K.

Early foundation matters. Among Central Texas emergent bilingual students, 43% of those who were kindergarten ready met grade-level standard on Grade 3 STAAR Reading, compared with 22% of those who were not kindergarten ready.

Free public pre-K is a Texas policy bright spot that delivers meaningful results. As a community, we can build on that success by helping ensure all 3- and 4-year-olds enroll in pre-K.

LASO Cycle 5 applications are now open, offering eligible Texas districts an opportunity to strengthen instruction, leadership, and school improvement efforts.

Through LIFT, districts may receive $365,000 to $1.5 million over three years to support this work.

As a TEA-approved LIFT provider, E3 Alliance works alongside district and campus leaders to understand the data, identify priorities, strengthen Tier 1 instruction, and build systems that last.
