ABATE of Maryland, Inc. Founded in Maryland in 1974, we are a grass-roots lobbying organization for motorcyclists. ABATE of Maryland, Inc.

is a not for profit organization dedicated to maintaining motorcycling through supporting safety programs, fair and equitable legislation. formulates plans and strategies for developing and introducing motorcycle legislation which strengthens our rights as riders. We lobby in Annapolis every Monday night when the House and Senate are in session. Members also attend special meetings and special sessions when necessary.

We often get questions about e-bikes in Maryland. Although it is not really on our radar, here is a little bit of information to consider in Maryland. Riders, including parents of riders, should be aware:

Class 1: Pedal-assist only; the motor stops providing aid when the bike hits 20 mph. Allowed on most roads, bike lanes, and expanded state park multi-use/natural trails.

Class 2: Throttle-assisted (can be propelled without pedaling); the motor stops at 20 mph. Allowed on roads and bike lanes, but generally restricted from unpaved natural-surface state trails.

Class 3: Pedal-assist only; the motor stops providing aid when the bike hits 28 mph. Equipped with a speedometer; prohibited on standard multi-use paths/trails unless adjacent to a public highway or explicitly permitted.

Safety and Operating Rules

Helmets: Required statewide for any rider or passenger under 16 years old.

Age Limits: Riders under 16 are prohibited from operating a Class 3 e-bike on public highways.

No statewide minimum age is codified for Class 1 or Class 2.

Upcoming opportunities across the state to meet with your legislators at fundraisers in their districts. We have only listed events that are $100 or less to attend. Some are FREE! Strapped for cash, reach out to your legislator and see if they need assistance with their fundraiser. Your chapter could send a few people to help park cars, serve food, gather trash, etc.

If all else fails, go to a public event like a county fair, state fair, seafood festival, etc. It is an election year and they are everywhere shaking hands and kissing babies!

Evidently there has been a recent communication by one of our members to all members of a chapter that has nothing to do with any ABATE specific issues and concerns. We are working through the process and will be reminding everyone involved that our members contact information is to be used only for ABATE specific communications. LEGISLATIVE CALL TO ACTION: The 2026 Special Session of the Maryland General Assembly convenes on Monday, August 3, 2026 and is scheduled to end on August 5, 2026. They will be meeting for the sole purpose of changing the congressional district maps in Maryland.

Maryland citizens will have one day to provide written or oral testimony on this bill. Friday, July 31, 2026, from 8am to 6pm, you can upload testimony to the MyMGA website. https://mgaleg.maryland.gov/mgawebsite/Account/Login?

Oral testimony will be limited to 50 witnesses total, and will be limited to 2 minutes each.

In summary, this bill would overturn a 2022 court decision that requires congressional districts to be “compact, contiguous, and mindful of jurisdictional and geographic boundaries.” In essence, House Bill 2100 / SB 2100, would legalize gerrymandering in the State of Maryland and disenfranchise more than one million Marylanders.
