I'm delighted to share that OpenEMIS has been shortlisted for the HundrED Global Collection 2027.

This recognition is particularly meaningful because it reflects a journey that has been shaped by collaboration, trust, and a shared commitment to strengthening education systems through better use of data.

What began as a vision to provide ministries of education with accessible, sustainable, and evidence-driven tools has grown into a global public good supporting education planning and decision-making in more than 30 countries. Along the way, OpenEMIS has benefited from the leadership of ministries of education, the early vision of UNESCO, support of development partners, and the dedication of countless technical and education professionals around the world.

Being shortlisted by HundrED is an honor, but more importantly, it highlights the growing importance of digital public infrastructure and data-informed decision-making in advancing equitable, resilient, and effective education systems.

My sincere thanks to everyone who has contributed to the OpenEMIS journey over the years. This recognition belongs to all of you.

CSF is honored to extend our partnership with the Planning Institute of Jamaica (PIOJ) in support of the Community Renewal Programme (CRP), which serves Jamaica's most vulnerable communities.

Through PIOJ's leadership, CSF has deployed a Data For All (DFA) solution to strengthen the collection, analysis, and sharing of community-level data. A strong foundation of reliable data is essential for identifying needs, targeting interventions, and measuring impact—helping ensure that resources reach the communities that need them most.

We look forward to supporting PIOJ's commitment to evidence-based planning and community renewal across Jamaica.

The Community Renewal Programme, CRP, was established in 2011 as a multi-level, integrated intervention for coordinating and enhancing service delivery among 100 of the most volatile and vulnerable communities in Jamaica.

CSF, with generous funding from UNICEF Algeria, recently concluded a project in support of the Ministry of National Education (MEN) Algeria, in which we reviewed and reflected on the potential of AI in the future evolution of Algeria’s Education Management Information System (EMIS) ecosystem.

MEN has developed an impressive and sophisticated data-centered ecosystem of education platforms — including AMATTI, Awlyaa, Ostad, Taqiim, and Tawdif — that have been successfully operating for many years. These systems are a clear reflection of strong national leadership and long-term investment in digital transformation for education.

CSF's role was to provide technical expertise and recommendations focused on strengthening the analytical dimension of the ecosystem. While a significant wealth of education data is already being collected across platforms, there is enormous potential to further enhance how this data is transformed into actionable insights that support planning, decision-making, and improved outcomes for learners.

A central part of our reflection focused on reframing the conversation around AI — from simply asking “Should we adopt AI?” to asking “What are we feeding AI?”

An AI layer sitting on top of fragmented or ungoverned data can generate fast and confident errors — automation at scale without a foundation of truth. The real opportunity lies not in replacing existing systems, but in strengthening the quality, governance, interoperability, and analytical coherence of national education data so that AI can generate trusted insights that truly support students, teachers, and decision-makers.

We are particularly excited by the opportunities that AI can bring to education systems — not starting from scratch, but leap-frogging ahead by building on strong, trusted national data systems and a student-centered approach that keeps the learner at the center of education driven by quality data and insights.

We extend our appreciation to the Ministry of National Education Algeria for its vision and leadership, and to UNICEF Algeria for its partnership and commitment to strengthening data-driven education systems.

Many national partners engage with CSF in waves — periods of rapid transformation driven by policy priorities, new funding, or major reform agendas, followed by quieter phases where systems are embedded into daily operations and sustained through ongoing support.

This has become a familiar pattern across both OpenEMIS and Data For All projects that are now spanning more than a decade in many countries.

What we’ve learned is that long-term engagement creates unique advantages:
• Institutional knowledge is retained over time, even as priorities evolve
• National systems remain stable and operational between investment cycles
• Countries can scale faster when new opportunities emerge because foundations are already in place
• Trust grows through continuity, responsiveness, and shared problem solving
• Basic support and maintenance models help ensure sustainability beyond project timelines
• Long-term partnerships allow technology to evolve alongside national needs rather than being replaced every few years

Sustainable digital transformation is rarely linear. It happens through cycles of momentum, consolidation, learning, and renewal.

That continuity is where long-term partnerships matter most.

The Ministry of Education Seychelles is organizing OpenEMIS School Support Sessions this week - a fantastic approach to supporting teachers and administrators as data systems and processes change.

This isn't a ribbon cutting or celebrity event that typically makes the news. More importantly, these small actions are ones that make big differences in how new systems grow and take root. Seychelles is transforming education from the ground up!

We’ve heard a few… creative takes on OpenEMIS over the years.

Here are a couple that come up often:

❌ “OpenEMIS means the data is open to anyone.”
✔️ The software is open source. The data is secure and permission-based.

❌ “If it’s free, there must be hidden features behind a paywall.”
✔️ No licenses, no tiers—everything is available to all users, always.

❌ “EMIS is just a tech project.”
✔️ The real work is aligning people, processes, and data—not just deploying software.

Artificial Intelligence is rapidly reshaping how we build software and use data—but its value ultimately depends on how it is applied.

At CSF, we are taking a practical, evidence-based approach to AI.

Across our teams, we are using AI tools and agents to improve efficiency and strengthen how we deliver our work. At the same time, we are beginning to integrate AI directly into our platforms—particularly OpenEMIS and DataForAll—to help users better access, understand, and act on data.

Two recent developments:
• OpenEMIS Chatbot – enabling users to query education data through natural language
• AI Insights (DataForAll Visualizer) – transforming charts and indicators into clear, evidence-based narrative interpretation

Importantly, these tools are grounded entirely in the data—no extrapolation, no assumptions—just context and clarity.

For many governments and development partners, the challenge is no longer collecting data, but turning trusted data into meaningful understanding. We see AI as one way to help bridge that gap—carefully, responsibly, and always in service of better decision-making.

Strong data systems are the backbone of effective social protection—but in many contexts, they remain fragmented and underutilized.

In Guinea, Community Systems Foundation (CSF) is working with UNICEF support and national partners to address systemic challenges within the data ecosystem of the Ministry of Social Action, Promotion of Women and Children (MFFS). Today, gaps in centralized, reliable, and up-to-date data—combined with limited capacity and weak coordination—are constraining effective planning, budgeting, and monitoring.

These challenges directly affect critical areas such as gender-based violence, child protection, and services for vulnerable populations.

Our focus is on strengthening the system itself. Through the deployment of the DataForAll (DFA) Toolkit—including Data Manager, Visualizer, Dashboards, and Monitoring—we are helping to build an integrated, scalable data ecosystem that supports:
• Decentralized data reporting from municipalities
• Stronger links between operational data and strategic indicators
• Improved tracking of ministry results and performance
• Generation of the Ministry’s Statistical Yearbook

This is about more than technology—it’s about enabling better decisions, stronger accountability, and more effective delivery of services where they are needed most.
