Albay is moving from renewable energy potential toward a province-wide plan for action.

ICLEI Southeast Asia presented the proposed Albay Province Renewable Energy Roadmap 2025–2050 during the Albay Just Transition Conference held from 5 to 7 August 2026 in Legazpi City, Philippines.

Developed with the Philippine Movement for Climate Justice (PMCJ), in cooperation with the Provincial Government of Albay and local stakeholders, the draft roadmap sets out proposed actions on energy security, inclusive green development, climate resilience, energy access, governance, and investment.

It also identifies steps for provincial, city, and municipal governments, including stronger renewable energy governance, local energy planning, integration into development and investment programs, improved energy data, and rooftop solar installations on public facilities.

The roadmap reflects two years of research, renewable energy resource assessment, capacity building, and consultations involving Albay’s 18 cities and municipalities and other stakeholders. It remains pending official adoption by the Provincial Government of Albay.

📊 What happens when a city’s climate data is scattered across different offices?

Climate reporting can help connect the pieces.

During an ICLEI Southeast Asia webinar, representatives from Probolinggo, Seberang Perai, and Makati shared how cities can consolidate existing information, coordinate departments, identify data gaps, and use reporting to improve climate planning.

Their practical advice for first-time reporters: start early, establish a dedicated team, and work with the data already available instead of waiting for a perfect dataset.

Cities that submit their CDP-ICLEI Track responses by 16 September 2026 are eligible for scoring. Unscored responses may be submitted until 26 October.

Recognition is not a mandate. On 17 September, we set out what local and subnational governments are asking of Parties at COP31.

The Local Governments and Municipal Authorities (LGMA) Constituency will hold its third all-Constituency briefing of the year: "Staking Our Claim: The LGMA Constituency Position toward COP31."

Ahead of COP31, we will walk through the joint Position of local and subnational governments and our guidance for negotiators. Experts leading our collective advocacy on priority themes will take part, together with members of the LGMA Steering Committee.

The briefing will also cover how to endorse the Position, new developments from the COP31 Presidency (Türkiye) and the COP President of Negotiations (Australia), and concrete entry points for members and partners to engage before COP31.
