The Public Services Labor Independent Confederation (PSLINK) and Maka-BHWs Pilipinas – PUBLIK stand in strong and unwavering solidarity with the All Sindh Lady Health Workers and Employees Union (ASLHWEU), a PSI-affiliated union, as its members take to the streets in a sit-in (dharna) today, 17 August 2026, in Karachi, Pakistan to defend their jobs and rights and to demand an end to the privatization and outsourcing of the Lady Health Worker (LHW) Program.

For decades, Lady Health Workers have been the backbone of primary healthcare in Pakistan, bringing essential care to countless people and communities. Yet the workers who sustain this vital public service face inadequate resources, insecure working conditions, stagnant wages, limited career advancement, and delayed pensions and retirement benefits.

PSLINK rejects the privatization and commodification of public care. Health care is a right, not a business. Care work is work, and care workers deserve decent work. Public care must remain publicly funded, publicly accountable, and delivered by workers with secure employment, fair wages, adequate resources, and full labor rights.

We stand with ASLHWEU in demanding:

• Stop the privatization and outsourcing of the LHW Program. Keep it under public control.
• Restore funding, medicines, facilities, and operational support needed to deliver quality public healthcare.
• Establish proper service structures, salary upgrades, and time-scale promotions for LHWs, supervisors, drivers, and other workers.
• Immediately release all pending pensions, gratuities, and retirement benefits owed to retired healthcare workers.

The struggle of ASLHWEU resonates strongly with Barangay Health Workers (BHWs) in the Philippines, who are likewise fighting for decent work, stronger labor protections, adequate resources, social protection, and recognition of their essential contribution to public health. Through Maka-BHWs Pilipinas, BHWs are organizing to defend their rights and advance the recognition of community health work as work that deserves dignity, protection, and decent work conditions.

The fight of care workers knows no borders. It is a shared struggle against privatization, exploitation, and the commodification of essential services—and for decent work, gender justice, women workers’ rights, strong public services, and care centered on people, not profit.

PSLINK thanks House of Representatives Deputy Speaker Rachel Arenas, principal author of the Sanitation Inspectors Bill, for her strong message of support and firm commitment to advancing the rights of sanitation inspectors nationwide.

The proposed bill seeks to upgrade salary grades, improve benefits, and strengthen labor protections for sanitation inspectors—essential public workers who help safeguard public health and communities.

PSLINK welcomes Deputy Speaker Arenas’ commitment to push for the bill’s passage and work with fellow legislators and the League of Sanitation Inspectors of the Philippines - PSLINK to make this a reality.

Sanitation inspectors deserve more than recognition. They deserve decent wages, better benefits, secure and safe working conditions, and full protection of their labor rights.

The orientation builds workers’ understanding of their rights, responsibilities, and power as union members, while deepening their commitment to collective action and quality public services.

As part of the activity, new members also pledge to uphold the principles of public sector unionism—affirming their commitment to solidarity, democracy, workers’ rights, and public service.

Barangay Health Workers (BHWs) leaders and representatives under Maka-BHWs Pilipinas successfully completed the government-mandated program Mandatory Eight-hour Safety and Health (MESH) Training—a critical step in strengthening their labor rights, advancing safe and dignified working conditions, and asserting that community health work is work deserving of full protection and recognition.

Attended by BHW leaders from Luzon, Visayas, and Mindanao, the training covered key Occupational Safety and Health (OSH) topics, including OSH concepts, Philippine OSH laws and regulations, common workplace hazards and risks, accident prevention and safety measures, emergency preparedness and response, workplace safety inspections and reporting, and the roles and responsibilities of workers and employers.

The training was conducted by the Center for Labor and Grassroots Initiatives (CLGI) of the UP School of Labor and Industrial Relations (UP SOLAIR), in partnership with PSLINK, Maka-BHWs Pilipinas - PUBLIK, and Public Services International (PSI), with support from Union Aid Abroad-APHEDA.

Established through the joint organizing efforts of PSLINK and PIPSEA, Maka-BHWs Pilipinas stands as the first duly registered national labor organization of Barangay Health Workers. This milestone reflects our continuing commitment to build a genuine, independent BHW formation—advancing the struggle for recognition as public health workers, for strong and rights-based people-centered public care systems, for the valuing of care work, for feminist leadership and gender equality, and for social justice.

Community health work is work—and BHWs deserve full rights, protection, and recognition. ✊💜

Indigenous Peoples are at the frontlines of defending our environment, protecting ancestral domains, and sustaining knowledge systems essential for our collective future. Yet in the Philippines, they continue to face displacement, militarization, discrimination, and the systematic denial of their rights—conditions intensified by red-tagging, privatization, extractive industries, and profit-driven “development” projects imposed without genuine consent.

As a public sector labor confederation, PSLINK – PUBLIK affirms that the fight for Indigenous Peoples’ rights is inseparable from the struggle for decent work, quality public services, gender justice, and climate justice. Indigenous communities are not only defenders of land and life—they are key actors in advancing a just transition. Their knowledge and stewardship offer critical pathways toward climate solutions that are people-centered, sustainable, and rooted in justice—not corporate profit.

We underscore the urgent need to recognize, protect, and support Indigenous systems of care—especially Indigenous midwifery. Indigenous midwives and community health workers, provide essential, culturally grounded care and carry generations of knowledge. Yet their labor remains largely invisible, undervalued, and undermined by underfunded and increasingly privatized health systems. This reflects the broader devaluation of care work and women’s labor.

Public institutions must uphold—not violate—Indigenous Peoples’ rights by ensuring access to culturally appropriate health, education, and social protection services, while respecting Indigenous governance systems, ancestral lands, and traditional health practices.

We call on the government to:

✊ Uphold and fully enforce Indigenous Peoples’ rights, including the genuine recognition, protection, and defense of ancestral domains
✊ Ensure free, prior, and informed consent (FPIC) in all projects affecting Indigenous communities
✊ Stop attacks, red-tagging, harassment, and criminalization of Indigenous leaders and defenders
✊ Recognize, protect, and support Indigenous midwives and community health workers as essential workers with rights, protection, and adequate compensation
✊ Advance a just transition that centers Indigenous Peoples’ rights, protects livelihoods, and rejects false solutions that displace communities
✊ Invest in inclusive, accessible, and culturally grounded public services for Indigenous communities

We call on public sector workers and unions to stand united with Indigenous Peoples—building alliances that defend public services, uphold social justice, and advance a just transition that puts people and planet before profit.

PSLINK took part in the 2-day 𝐁𝐚𝐬𝐢𝐜 𝐖𝐨𝐦𝐞𝐧’𝐬 𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐖𝐨𝐦𝐞𝐧 𝐔𝐧𝐢𝐨𝐧𝐢𝐬𝐭𝐬 organized by Women Workers United (WWU)—a vital space for deepening feminist leadership, building solidarity, and advancing collective action among women workers.✊💜

Women leaders from PSLINK–PUBLIK affiliates—the League of Sanitation Inspectors of the Philippines, National Police Commission Employees Association, and the Personnel Organization of the University of Rizal System—actively participated, alongside Barangay Health Worker (BHW) leaders from Maka-BHWs Pilipinas – PUBLIK.

Rooted in class analysis and a sharp critique of gender discrimination, systemic inequality, and imperialism, the sessions unpacked the history and roots of women’s oppression. Discussions confronted the urgent realities faced by women workers—including the burden of unpaid and underpaid care work, informalization of jobs, pervasive violence against women and LGBTQIA+, and systemic exploitation—linking these to the broader struggle for rights, equality, and social justice. The training also served as a space to deepen understanding and collective ownership of the Women Workers Agenda initiated by the WWU.

As a WWU co-convenor, PSLINK remains committed to advancing women’s leadership in the labor movement and collective action for workers’ rights, gender equality, good governance, and quality public services. ✊💜

These workers—many of them women—play a vital yet often invisible role in our communities. Every day, they collect, sort, clean, and trade reusable glass bottles, contributing to environmental sustainability while striving to make ends meet under precarious conditions. Ensuring decent work in waste management is central to a just transition toward low-waste, low-carbon, and inclusive local economies.

PSLINK proudly joined the “Kapit-Bisig: Partnerships for Decent Work and Sustainable Livelihoods” Multisectoral conference, convened by the Kapatiran Kaunlaran Foundation Inc., alongside government agencies, civil society, and community leaders. Together, we advanced concrete steps to uplift the welfare of botehan workers in Pulilan—strengthening environmental responsibility, expanding livelihood opportunities, and pushing for inclusive local economic development.

It was also encouraging to have representatives from PhilHealth present, who provided on-the-spot information and assistance to facilitate the workers’ enrollment. These committed public servants who are active members of the union PhilHealth White - KAMAGGFI - PUBLIK—demonstrated how responsive public service can directly support informal workers’ access to social protection.

Waste work is essential public service and a key part of climate solutions. Yet those who sustain it remain informal, underprotected, and undervalued.

PSLINK continues to lobby for the passage of the Magna Carta of Waste Workers—to protect and promote their rights to fair compensation, job security, occupational safety and health, and social protection.

As the Senate’s passage of the Magna Carta of Barangay Health Workers (BHWs) marks a long-overdue victory in our collective struggle, we proudly share this powerful video message of solidarity from Louie Horne—a Filipina union leader making a global impact. Her voice echoes the strength of organizing, the power of unity, and the enduring fight for recognition and justice for all health and care workers everywhere.

Louie Horne is the first international nurse to hold the top nursing position at UNISON, the UK’s largest union representing over 1.3 million public service workers. Known as an “equality warrior,” she has championed fair pay, safe staffing, workforce equity, and has been a strong voice against racism, discrimination and violence in the healthcare workforce.

In recognition of her contributions to nursing, especially during the Covid pandemic, and her unwavering advocacy for diversity, equity, and inclusion, Louie was awarded the British Empire Medal in 2023. She also serves as Chair of the Filipino Senior Nurses Alliance in the UK and Vice President of the Filipino Nurses Association UK, roles that have deepened her engagement into global nursing challenges and the lived realities of overseas Filipino nurses in the NHS.

Now in the Philippines for a short holiday break, Louie made time to meet with leaders of Maka-BHWs Pilipinas, PSLINK, and PIPSEA—listening firsthand to the realities faced by BHWs and affirming the hard-won gains achieved through collective action, sustained grassroots organizing, and international solidarity, strengthened by UNISON’s unwavering support.

PSLINK met with the leaders of the Nasipit and Carmen Barangay Health Workers (BHW) Federations in Agusan del Norte for an orientation on BHW Rights and Public Sector Unionism—an important step in deepening grassroots organizing in the health and care sector.

We commend the strong leadership of the President of the Provincial BHW Federation, who also serves as President of the Nasipit BHW Federation. Her leadership reflects the growing strength and unity of BHWs across the province. The establishment of their own federation office is a significant milestone that affirms their organization, visibility, and collective power.

We also acknowledge the health initiatives of the Provincial Government of Agusan del Norte, and highlight the important role of PSLINK union affiliate, the Provincial Employees’ Council of Agusan del Norte (PECAN), in advancing workers’ rights, promoting good governance, and pushing for quality public services.

This engagement reflects PSLINK’s commitment to a grassroots and feminist approach to organizing—one that centers women workers’ leadership, builds solidarity, and strengthens collective action.

From the ground up, we continue to build workers’ power in the public sector and advance the fight for decent work and a strong, people-centered public health and care system.
