PSLINK - PUBLIK together with the Maka-BHWs Pilipinas joined the House Committee on Local Government meeting yesterday where the consolidated bill on the Magna Carta for Barangays was approved โ a crucial step toward long-overdue recognition of the people who keep our communities running every day. โ๐ฝ
We assert that this measure must be comprehensive, inclusive, and firmly grounded in workersโ rights โ not limited to elected and appointive officials, but covering all barangay workers who deliver essential frontline services.
We underscore that Barangay Health Workers (BHWs), Barangay Nutrition Scholars (BNS), Barangay Day Care Workers, Barangay Tanods, Barangay Violence Against Women Desk Officers, Barangay Disaster Risk Reduction and Management Volunteers and other barangay workers are not volunteers to be taken for granted โ they are essential public workers who deserve rights, protection, and dignity.
We extend our appreciation to House Representative Roman Romulo for strongly pushing the inclusion of barangay personnel, not just barangay officials, in the bill โ an important step toward recognizing the full breadth of workers serving our communities. ๐๐ฝ
While PSLINK continues to push for the Magna Carta of Barangay Health Workers (BHWs) and the enhanced Magna Carta of Public Health Workers, we equally call for the passage of a comprehensive Magna Carta for Barangays that protects and advances the full spectrum of rights of all workers at the barangay level.
This includes guaranteeing:
โ๏ธ Fair salaries and benefits
โ๏ธ Security of tenure and protection from arbitrary removal
โ๏ธ Access to social protection, healthcare, and retirement benefits
โ๏ธ Safe and humane working conditions
โ๏ธ Recognition as essential public service workers
Ensuring decent work for barangay workers is fundamental to strengthening frontline public services in our communities. When workers are protected, fairly compensated, and supported, communities receive better healthcare, nutrition, safety, and social services. Strong barangay services begin with empowered and dignified workers.
For too long, barangay workers have carried the burden of public service without protection and adequate support. This must end.
