: In 2019, IBON warned against proposed amendments to the Public Service Act that would open key sectors to 100% foreign ownership by redefining which industries are considered “public utilities.” The infographic distinguished utilities, such as water and electricity distribution, from other essential services, such as oil, telecoms, transportation, and power generation and supply. These amendments were eventually enacted in 2022 under the Duterte administration, further liberalizing foreign ownership in major sectors of the economy.
