Pathways for Strategic International Cooperation among Trade Unions in Central Europe
An ÖGfE Policy Brief by Tibor T. Meszmann and Marta Kahancová
The world of work across Europe is undergoing profound changes, with Central Europe facing a range of specific challenges. Differences in industrial relations systems, traditions of social dialogue, collective bargaining structures and institutional frameworks shape the challenges trade unions face across the region.
At the same time, cross-border developments and shared challenges – ranging from fair working conditions and occupational health and safety to tackling youth and working poverty and managing the digital transformation – are becoming increasingly important.
The Policy Brief examines how international cooperation among trade unions in Central Europe can be strategically strengthened beyond the exchange of information. It focuses on the systematic exchange and adaptation of good practices, joint strategic learning, and the development of coordinated responses to regional, European and global challenges.
Policy Recommendations:
👉 Strengthen international trade union cooperation beyond information exchange
Despite growing domestic pressures on trade unions, international cooperation is increasingly important. New forms of cooperation should facilitate shared learning and coordinated responses to current challenges.
👉 Promote systematic cross-border exchange of good practices
Central European trade unions prioritise fair working conditions, occupational health and safety, youth employment, tackling working poverty and managing digital transformation. Coordinated action should be supported by the exchange of successful organising, bargaining and representation practices.
👉 Establish a regular forum for strategic cooperation
An intensive, congress-style event every two years, with a rotating presidency, would provide an opportunity to discuss concrete issues and formulate key strategic commitments.
