In this Meet the Mission spotlight, Arsalan Shah, CCC’s Senior Director of Primary Care and Pharmacy, shares how CCC’s integrated health care services help people move from crisis to stability through primary care, pharmacy support, and the Recuperative Care Program.

Together, these programs provide compassionate, whole-person care that supports healing, recovery, and long-term stability for thousands of people each year. By meeting urgent health needs while connecting patients to ongoing support and housing resources, these teams help ensure no one has to recover alone.

As part of the City of Portland, OR's Earth Day event, the Portland Clean Energy Community Benefits Fund (PCEF) hosted an EV tailgate to kick off their new E-Bike Rebate Program, and CCC was invited to showcase a portion of our electrified fleet! Staff from our Climate Action, Clean Start, and Fleet teams had a fantastic time connecting with attendees and sharing more about our climate action work.

For the first time in CCC’s history, employees helped shape the cover of our Annual Report through an art contest centered on one question: What does recovery look like to you?

The response was extraordinary. Through deeply personal and creative expressions, staff explored the many forms recovery can take. We’re honored to feature the winning piece, “Raise” by Terese ONeil Kunkel, on the cover of our 2025 Annual Report.

CCC and New Narrative recently penned an op-ed about the Portland City Council’s vote last week regarding the Portland Housing Bureau’s “found” dollars.

The Council prioritized future “social housing” projects—years away from being built—over urgently needed preservation of existing affordable housing. While the added $8.8 million for preservation is positive, it falls far short of the estimated $285 million needed to stabilize at-risk properties in the region. Given the scale and immediacy of the need, the Council’s approach misses the mark.

We’re proud to share that Dr. Andy Mendenhall has joined the Central City Roundtable.

Convened by Mayor Keith Wilson and co-chaired by Nolan Lienhart, Director of Planning and Urban Design at ZGF Architects, the Roundtable brings together leaders across sectors to support the long-term health and recovery of Portland’s central city.

This work builds on the shared vision outlined in All In On Portland’s Central City, developed through Governor Kotek’s Central City Task Force in 2025, and reflects the importance of collaboration in addressing the challenges facing our community.

At CCC, recovery is at the heart of how we help people rebuild their lives. That’s why we’re proud to highlight the Old Town Recovery Clinic Substance Use Disorder Services (OTRC SUDS).

OTRC SUDS provides intensive outpatient treatment, meeting people where they are with evidence-based care, peer support, counseling, and whole-person services that address both physical and emotional health. Clients can stay connected to their daily lives while receiving consistent, meaningful support as they work toward long-term recovery.

What makes this program especially powerful is the lived experience many staff bring to their work, creating a culture rooted in empathy, trust, and real understanding.
