For 90 years, one framework has governed how adult beverages reach consumers in this country: licensed producers, independent oversight, age-restricted retail, and clear accountability at every step.

The Wine and Spirits Wholesalers of America is asking Congress to apply that same proven framework to h**p beverages. The model the country already trusts — federal licensure, independent testing, a federal excise tax, 21+ age restriction, and state authority over retail.

🚨 The next 48 HOURS could decide the future of h**p beverages. 🚨
Congress is deciding whether to extend a h**p prohibition in the Continuing Resolution — a move that could wipe out the h**p beverages millions of adults legally enjoy today.

Meanwhile, the Lawful H**p Protection Act (HR 9830) offers a path to a clear, stable federal framework, and states like North Carolina (HB328) are moving fast to ban h**p-derived products.

A national restaurant chain is now serving h**p beverages, and doing it responsibly.

Logan's Roadhouse is testing h**p-derived THC drinks at 14 of its Texas locations. Every drink is capped at 5 milligrams of THC, limited to three per guest, restricted to customers 21 and over with ID, and deliberately not served alongside alcohol.

That last detail matters. It is exactly the kind of responsible-service standard HBA has argued this category should be built on: clear dosing, age verification, and sensible limits.

The h**p beverage market reached at least a billion dollars in 2025. As more established, mainstream operators enter it with guardrails like these, the argument for a federal regulatory framework gets stronger, not weaker. This is a category that is ready to be regulated.

Bipartisan momentum. Representative Andy Barr (R-KY) and Representative Angie Craig (D-MN) have introduced the Lawful H**p Protection Act - federal legislation designed to regulate h**p beverages with clarity and consistency.

This bill addresses what the h**p beverage industry has been advocating for: 21+ age restrictions, testing requirements, clear labeling standards, integration with the existing three-tier system, and reasonable excise taxation.

HBA worked alongside other stakeholders over several months to help shape this legislation. It's a smart, stakeholder-supported solution that protects consumers, supports businesses, and builds a sustainable marketplace.
