Applications for the Hawai’i Home Energy Assistance Program to receive Energy Credits closes soon on JUNE 30, 2026. After applications close, community members are unable to apply and receive this energy assistance again until next year. Apply now at one of the listed HCAP locations before it’s too late!

NOTICE: For those who have applied in the past and have received Energy Credit anytime before this June, you must reapply again this year (by June 30, 2026) to receive Energy Credit again.

HCAP Head Start promotes and fosters the well-rounded growth and development of children through the incorporation of play. Play-based learning, both indoor and outdoor, enhances cognitive development, strengthens social-emotional concepts such as emotional regulation, motivation and self-confidence, and heightens their bodily awareness and coordination.

Head Start supports children in developing collaborative, problem-solving, critical thinking skills, and so much more. With Head Start, children learn at an early age how to effectively communicate and to practice fine motor skills. Parents are involved along the way with family engagement and encouragement of health and nutrition.

The Hawai’i Home Energy Assistance Program (H-HEAP) applications for Energy Credit will be accepted starting tomorrow, Monday, June 1! For households that have been or are facing disconnection due to past-due payment, this program helps keep the power on with Energy Credit toward future payments.

Debbie is a homeowner living on a fixed income. When her 27-year-old gas water heater gave out, it led to a multitude of health and safety concerns.

With her old gas water heater broken, water was no longer being pumped to her showers. This led her to build a makeshift water supply line from her bathroom sink to the shower. This meant she wasn’t getting any hot water at all. The WAP team found that Debbie qualified for replacements of her refrigerator, low-flow aerators, showerheads, LED light bulbs, smoke alarms, and smart power strips. Additionally, she was given educational tips on energy efficiency.
