🚨 URGENT: EMAIL LAWMAKERS BY TUESDAY THE 14TH – STOP SB26-098 🚨

While lawmakers debated weakening Colorado’s noise protections in Denver…
👇
Hundreds of Colorado Springs residents were packed into a standing-room-only meeting about a proposed AI data center in their neighborhood. Many were turned away. Another public meeting is being scheduled. Check back for updates.

⚠️ WHAT’S AT STAKE

SB26-098 would eliminate statewide noise protections just as Colorado faces a surge of:

⚡ 24/7 DATA CENTERS
🔊 Continuous industrial noise
🏘️ Impacts to neighborhoods
🐏 Threats to Garden of the Gods Bighorn Sheep (state source herd)

This isn’t temporary.
This is constant, 24/7 industrial noise.

🧠 EVEN THE CITY SAYS IMPACTS ARE UNKNOWN

For the proposed Project Ta**us data center:

The City cannot determine if noise impacts are adequately mitigated.

That means:
-No verified compliance
-No proven protection for neighborhoods
-No wildlife impact analysis
⚠️ LOCAL CONTROL IS BREAKING DOWN

Let’s be honest:
-Developers are spending OVER $1 MILLION influencing local elections: https://www.integritymatterscos.org/council-conflicts-of-interest
-Residents are being left without meaningful recourse

💥 Example:
City Councilmember Nancy Henjum testified in support of weakening protections on the same panel as Venu (JW Roth/Ford Amphitheater) leaders while:

-Her son-in-law began working for Venu in October 2025 (per LinkedIn)
-She used her official City email to forward developer-related invitations to important government leaders like Travas Deal, CEO of CSU=

👉 This raises serious concerns about developer influence over local leadership

🐏 WILDLIFE AT RISK

This project is:
Less than 1 mile from Garden of the Gods
Adjacent to a state-recognized bighorn sheep source herd

Noise pollution:
-Disrupts feeding
-Causes stress
-Drives animals out of habitat

📌 No study has evaluated these impacts.

📢 IMPORTANT PROJECT UPDATE
-Updated City comments are now posted
--Planner indicates another neighborhood meeting is coming
-Earliest Planning Commission date: June 10
-More likely: July 8

👉 This fight is just beginning locally
👉 And the State is trying to remove protections before impacts are even understood

⛔ THE BOTTOM LINE

SB26-098:

-Removes protections
-Leaves communities exposed
-Relies on a system already under strain

👉 No amendment fixes this

✉️ TAKE ACTION NOW – DEADLINE: TUESDAY THE 14TH

📧 EMAIL THE COMMITTEE: https://www.integritymatterscos.org/project-taurus-data-center

🚨 DATA CENTER PROPOSED NEAR YOUR NEIGHBORHOOD 🚨

A large industrial data center is being fast-tracked near Garden of the Gods Rd (Project Ta**us – 1565 High Tech Way).

This is the SAME site where residents previously endured years of nonstop noise from a Bitcoin mining operation.

⚠️ What’s coming:
• 24/7 industrial noise (up to 85–100 decibels)
• Massive water consumption
• Increased energy demand (higher costs?)
• Generators & cooling equipment near homes

Residents described the previous operation as a “freight train running 24/7.”

🚨 STOP THE APPOINTMENT OF RANDY HELMS — HONOR DISTRICT 2 VOTERS 🚨

📣 PLEASE SHARE — help us reach District 2 without having to spend heavily to get this alarming news out.

🇺🇸 District 2 spoke loud and clear — Tom Bailey was recalled.

⚠️ Now Randy Helms, who hand-picked Bailey, has applied for the vacant D2 seat. Helms "retired" in 2025 when his 1st term ended because he knew he wouldn't get re-elected because of his votes against and treatment of his D2 residents.

➡️ Helms hand-picked Bailey
➡️ Bailey ran unopposed, after talking his only opponent out of running - TWICE, and was recalled by voters
➡️ Helms obstructed recall efforts and disparaged residents
➡️ Called those opposing Royal Pines racists and Integrity Matters “vile”

📊 On Council, Helms supported:
• Ford Amphitheater
• Royal Pines
• Ovation
• Karman Line
• Arrowswest
• The skyscraper
• The censure of Councilmember Dave Donelson who merely asked if Councilmembers were going to disclose their donations from the Arrowswest developer (there was $10k invested on that dais by an out-of-state developer)

❗ Even refusing to allow a meeting despite a petition with 7,000+ signatures

💥 This is exactly the pattern voters just rejected.

👉 Birds of a feather flock together.
🔁 Don’t let the same cycle repeat.

✉️ TAKE ACTION — 30 SECONDS

🚨 30 Seconds to Protect Wildlife, Wetlands & America’s Largest Wildlife Bridge 🚨

A 74,000 sq. ft., ~120-gas pumps & ~165 urinals/toilets (per May 27, 2025 reporting) Buc-ee’s mega tourist destination continues. An administrative approval via El Paso County is underway to accept a Boundary Line Adjustment (BLA) of 10 acres to add to the original 25 acres in Tri-Lakes near the Greenland Ranch Open Space. A federally designated R4SBC Riverian wetland bifurcates the original 25 acre site. This feeds the wetland ecosystem in Woodmoor and the Greenland Ranch Open Space.

Right here in Colorado sits North America’s largest wildlife overpass, reconnecting 39,000 acres of habitat so elk, deer, pronghorn, bears and mountain lions can safely cross I-25.

Now this massive 24/7 fuel and retail complex is proposed next to that corridor — despite overwhelming public opposition.

📬 STEP 1 — TAKES 30 SECONDS

Copy & paste the prepared email.
Hit send.

That’s it.

It notifies:

• U.S. Army Corps of Engineers
• EPA Region 8
• Colorado water regulators
• County Commissioners
• Media

If mapped wetlands and riverine features are present, federal Clean Water Act review may be required.

Administrative approvals do NOT override federal protections.

⚠️ WHY THIS MATTERS FOR HOMEOWNERS, PARENTS & LOCAL SCHOOLS
This isn’t just about wildlife.

It affects:

🏠 Homeowners
🎓 Parents & public school students
🚒 Wildfire evacuation safety
🛣 Local roads & emergency services

Peer-reviewed housing research published in leading economic journals shows 5–10% property value impacts near major high-traffic corridors and large commercial uses, depending on proximity.

Extensive peer-reviewed research shows that proximity to high-traffic corridors and major commercial uses can reduce nearby property values — with the strongest impacts closest to the source.

Published research includes:

-Meta-analyses of North American housing markets find measurable property value discounts associated with highway traffic noise exposure, often in the range of 5–10% depending on proximity (e.g., Nelson, Journal of Transport Economics & Policy).

-Transaction-level housing studies using hedonic pricing methods show statistically significant capitalization of environmental disamenities such as traffic noise and air pollution within several hundred meters of major roadways (e.g., NBER Working Papers; Chay & Greenstone).

-Quasi-experimental research examining housing markets near major industrial or environmental disamenities finds price discounts that can exceed 10% at close proximity in some markets (e.g., Greenstone & Gallagher, Quarterly Journal of Economics).

At a 10% modeled scenario, that could represent:

➡ Approximately $70,000–$80,000 per home, on average*

Even a smaller regional impact could mean:

• Tens of millions in reduced home equity
• Over $1 million less annually for public schools
• Reduced funding for roads, fire protection and emergency response

Property values directly fund schools and community services.

When home values decline:
School budgets decline.
Road maintenance declines.
Emergency response funding declines.

For most families, their home is their largest financial asset.

That’s retirement savings.
That’s college tuition.
That’s generational wealth.

💰 STEP 2 — HELP PROTECT THIS CORRIDOR
Once this is built, it cannot be undone.

• Environmental & stormwater review

🚨 WATCH THIS VIDEO — THEN HELP US FINISH 🚨

In this video, you’re not hearing opinions.
You’re hearing Tom Bailey in his own words.

On camera, during public comment, he tells citizens that:
• Their testimony is meaningless
• The decisions are already made
• The deals are done behind the scenes
• Public input won’t change the outcome

That is not representation. That is not democracy.

And it’s exactly why District 2 voters launched this recall.

✔️ Outreach and education
✔️ Resources to prevent developers from buying another seat

Integrity Matters – Supports Transparent Governance

Palmer Lake Trustee Beth Harris’ statement reflects the documented record behind the Palmer Lake Board of Trustees’ January 22, 2026 decision regarding the Town Attorney. Read her statement here: https://bethharris.org/2026/01/24/statement-regarding-town-legal-representation/

As residents review the meeting which you can watch via this link, https://www.youtube.com/live/-jI1iE5YlGI?si=SRtgREk3VR7JB4Wrwe , we draw your attention to several important, on-the-record items discussed that evening:

Trustee Jurka expressed concern over inaccuracies in the record and meeting minutes which are legal documents for Town hearings. A formal Errata & Supplement into the record, detailing numerous procedural and legal inaccuracies reflected in prior meeting minutes was submitted to the Town. That document is available for public review here: https://drive.google.com/file/d/17HivRjzJ9wyilkugGSm0CSllhLBE_WMk/view?usp=sharing

Trustee Moseley clarified that no annexation election date for the Buc-ee’s proposal was lawfully set, despite repeated public statements by the Town Attorney and Interim Town Administrator asserting otherwise. He explained that the February 5, 2025 Special Meeting to continue the October 2, 2025 Buc-ee's annexation hearing remains in effect. Many of you may recall that Planning Commission denied the zoning, and, at the Trustee level vote, the approval of the zoning requires a Super Majority (5 Trustees) which we believe is why that 10/2 hearing and the applicant's assertion an election vote should happen first ended that hearing.

Jan 22, 2026 BoT hearing discussion highlighted the absence of mandatory Planning Commission materials related to the Buc-ee’s annexation, which are required for lawful Board deliberation.

The Board’s January 22 action to end the contract with the law firm representing the Town followed months of procedural disruption, inconsistent legal advice, and concerns over increasing legal and financial exposure for the Town and its insurer—matters reflected in meeting transcripts and the official record.

This was a governance decision made to protect lawful process, preserve unbiased deliberation, and reduce ongoing risk.

Integrity Matters supports transparency and encourages residents to review the January 22, 2026 meeting and related materials to understand the full context of the Board’s decision.

Palmer Lake Board terminates legal contract with Krob Law due to inconsistencies and risks, ensuring compliance and governance integrity.

🇺🇸🥂 A New Year. A New Choice. 🥂🇺🇸

As we ring in a new year, the people of District 2 have done something powerful.

We reached the required number of signatures to move forward with the recall of Tom Bailey.

This wasn’t about politics as usual — it was about neighbors standing up for fair representation, accountability, and the belief that our voices should matter - that we should have a choice in who represents us!

Across District 2, residents came together because they were tired of:
• Being ignored and talked down to instead of listened to
• Seeing safety concerns dismissed as trivial
• Watching development pushed forward without transparency
• Being denied real choices at the ballot box

And now, like the old song reminds us, we pause — not to forget — but to choose a better path.

✨ A new year. A new chapter. A chance to do better. ✨

The work isn’t over. Now we must protect this effort and ensure the election can’t be drowned out by special-interest money trying to buy the outcome.

💙 If you believe in fair representation, now is the moment to help.
Your donation helps protect the integrity of this election and ensures voters — not money — decide the future of District 2.

🎄 Ho ho ho… this holiday season is about community. 🎄

It’s about neighbors helping neighbors —
and small businesses that open their doors
not just for customers, but for people.

Stephanie and Tyler Calvert of Calvert’s Mini Market in Palmer Lake didn’t ask for attention. They simply stood by their neighbors when it mattered most.

🎄 Especially this season, remember to shop local.

Because of people like these, Palmer Lake has a very bright future ahead — built on respect, decency, and the spirit of the holidays all year long.

It shines a light on City Council leadership behavior and votes in seconds — helping citizens hold power accountable. Who wants to sit through 8 hour-meetings of being ignored and disrespected?

Here’s just a snippet from the independent analysis of Tom Bailey’s votes across 15 principles of governance including civil rights, CITIZENS' property rights, etc:

“Bailey’s most significant violations include the Royal Pine Apartments bond authorization (1 clear, 3 likely violations) and his single ‘No’ vote on the Fishers Canyon Open Space appeal (2 clear, 2 likely violations). This pattern mirrors Risley and Leinweber, where the most serious violation incident occurred on his lone dissenting vote, suggesting that even rare opposition can generate significant principle conflicts.”

Tom Bailey promised leadership. Instead, District 2 got threats, smugness, attacks on citizens — and undisclosed developer interests. Quick update: Recall is going great! Watch for canvassers in your neighborhood to sign the petition or reach out to Tim Lewin, and a volunteer canvasser will come to you. Your signature grants D2 residents the right to vote for a candidate who will represent the community, the neighborhoods - the wonderful residents who call this home.

For those too busy or who don't have the stomach to watch City Council to understand why Mr. Bailey is being recalled:
🔥 A Few Examples Featured in the Highlight Video.

-Bailey threatens to “clear the room” when solar homeowners speak up

-Defends a Library Board appointment after a rigged, rushed, insider-dominated process

-Cuts off the former City CIO, insults him and refuses dialogue

-Misleads the public about Private Activity Bonds (PABs) on Royal Pines

-Displays repeated smugness, hostility, and disrespect toward residents

And now — what voters were never told:

🔥 Bailey’s company, Ridge Gate Partners LLC, owned and developed land for a massive student apartment project in Fort Collins.

The land was later tied to a Blackstone-affiliated entity.
He never disclosed this during his "campaign".

This helps explain why Bailey has consistently voted:
✔️ For developers
❌ Against residents
❌ Against wildfire evacuation science
❌ Against solar homeowners
❌ Against transparency

Developers First. People Last.

❗ WHY DISTRICT 2 IS RECALLING TOM BAILEY ❗

Tom Bailey, now a City Councilmember, ensured he ran unopposed by spending hours persuading challenger Frank Chrisinger not to run — with help from a prominent pastor.

Since taking office, Bailey has shown a consistent pattern of ignoring the will of the people and siding with developers:

🔥 70% of his campaign donations came from developers, averaging $1,000 each.
🔥 He has backed harmful developments including Royal Pines, the Ford Amphitheater, and more.

But one of the most concerning actions came before he joined City Council, when he served on the El Paso County Planning Commission:

👉 He cast a minority vote to approve Hay Creek Valley, a development on a dead-end road that violated County Code limiting such roads to 25 homes for wildfire evacuation safety.
👉 Even his own colleagues recognized how dangerous the project was and voted it down.
👉 Bailey proudly defended this decision when questioned by Integrity Matters.

These are not the choices of someone who puts community values and safety first.

📝 Integrity Matters Candidate Survey & Ethics Concerns. https://www.integritymatterscos.org/d2-tom-bailey

Integrity Matters attempted four times to get Bailey to complete our voter survey. He responded to none of the attempts — no returned calls, no emails, no accountability.

Further concerns include:
— Bailey proudly supports the Amphitheater despite major opposition including from his own neighbors.
— KOAA confirmed he is a “Fire Pit” owner at the Amphitheater, a direct financial conflict.
— When asked about recusal, he said he’d “ask the city attorney,” which — based on experience — means no recusal.
— The system is broken.

District 2 deserves better.
