🛣️ Washington Township roads and public services tax levy: what's on the table

At Monday's (Oct. 5) 4:30 pm workshop, the Township Trustees are starting a discussion about the Public Works road levy. No vote is happening Monday. This is the first of several conversations, and it's a good time to get informed before anything lands on a ballot.

"What's the difference between the way Centerville and Washington Township collect taxes for these issues?"

The City of Centerville and Washington Township collect taxes. They just collect them differently.

The City of Centerville funds most of its services through a 2.25% income tax. It's charged on wages earned in the city, and the city has a lower property tax rate.

Washington Township has no income tax. Instead, it relies on property tax levies, which show up on your property tax bill. About 83% of township Public Works funding comes from these levies. That covers roads, curbs, sidewalks, snow and salt, leaf pickup, and street sweeping.

So if you live in the township, you are paying for these services. It's just through your property tax bill rather than your paycheck.

Why it's coming up now

The township's 2012 road levy expires at the end of 2027. That levy brings in about $2.3 million a year, roughly 27% of Public Works revenue. Meanwhile, operating costs have climbed an average of 14% per year thanks to road salt, fuel, vehicle maintenance, and equipment. Also worth knowing: as of January 2026, Ohio entities can no longer "replace" levies, only renew them or ask for new ones.

The options being discussed (per $100,000 of home value, per year)

Let it expire: no levy, but a ~$2.3M annual hit and an immediate cut to services and road projects
Straight renewal: no additional tax. You'd keep paying the ~$39 you pay now
Renewal + new Public Works building: still no additional tax
Renewal + 0.25 mill: about $9 more per year
Renewal + 0.5 mill: about $18 more per year, which adds funding for connections, beautification, and staff

So for most households, the change would range from nothing at all to a few dollars a month.

What's next

Oct. 19 and Nov. 2: continued workshop discussion
Nov. 16 and Dec. 7: votes to certify and send to the Board of Elections
May 4, 2027: earliest it would appear on the ballot

Zoning case: Savanna Walk off Arn Road, public hearing October 20, 2026

The Washington Township Zoning Commission will hear a revised proposal for Savanna Walk, a planned neighborhood.

What's being requested
The site is already approved under PD-RM zoning for up to 57 multifamily units in a "landominium" style development. The new proposal would change that to:

43 single-family homes on individually owned (fee-simple) lots
One-story ranch homes on slab foundations, built by D.R. Horton
A single construction phase, with no future phases planned

That's 14 fewer units than the current approval allows.

Who's involved

Current zoning: PD-RM

What the developer says
According to the developer's narrative, the plan includes:

Rear setbacks of 50 feet (up from 35) on lots next to existing homes
Sidewalks on one side of every street, connecting to the existing sidewalk on Arn Road
Removal of the existing mounding along the northern boundary, which the developer says has caused drainage problems for neighbors, with existing trees kept and new plantings added for screening
A detention pond with a fountain, bench, and landscaping
Masonry minimums: 65% on all four sides for 11 high-visibility lots, and 45% on the front of all other homes
HOA covenants covering yards, fences, accessory structures, and architectural standards

On traffic, the developer says ODOT reviewed the site when it was proposed for 63 homes and confirmed that study still applies, so no new traffic analysis is required. During construction, the Arn Drive connection would be blocked at the northern property line so construction traffic uses the main Savanna Walk entrance, then opened once construction is done.

The developer says the homes are aimed at empty-nesters and compares the concept to its Downing Farm development in Washington Township.

Updated Development plans for Washington Township for 56 Acres on Clyo and Nutt Rd.

Washington Township will hear a request on October 20, 2026 to change the plan for the Mill Creek 2 subdivision, about 56 acres on Clyo Road.

What's being requested
This is a "major modification" to a planned development the Township already approved in October 2025 (Zoning Case -25-10). The new plan would:

Rearrange the lot pattern and street layout
Reduce lot coverage
Build 57 single-family homes, 17 four-unit buildings (quadplexes), and 3 duplexes, plus ancillary structures

That's 131 homes in total under the new plan.

Who's involved

Developer: Design Homes & Development Company
Applicant: Steve Lisle, The Reinke Group
Property owner: Migalo Inc.
Current zoning: PD, Planned Development

What the developer says
In its letter to the Board of Trustees, Design Homes says the change would add a mix of housing at different price points. It says the quadplexes won't be age-restricted, but it expects most buyers to be 55 and older who want to downsize from larger homes in the area into low-maintenance housing. The letter also says the new plan responds to two concerns residents raised at the 2025 hearing: how the subdivision entrance lines up with Tillman Road, and the effect on nearby property values.

How to weigh in
The hearing is open to the public. The Township Government Center is at 8200 McEwen Road. Check the Washington Township website for the meeting time, the agenda, and how to submit written comments if you can't attend.
