Open House Planned for HiMod Project on I-70 near Rifle.

The Colorado Asphalt Pavement Association is partnering with CDOT Region 3 and Elam Construction to host an open house focused on Colorado’s first Hi Mod project.

Planned for Tuesday, July 8, the event will include an overview of HiMod asphalt technology, development of the specification, and a site visit to paving operations on I-70 near Rifle. This project specifies a PG 76-34 high-modified binder — chosen to handle I-70's heavy truck loads and Colorado's wide seasonal temperature range.

The event is open to all CAPA members and agency partners. Registration is required, but there is no cost to attend.

For more information, contact Brandon Brever, P.E., CAPA Director of Engineering & Technology.

LabCAT Keys to Success — We Love Our Proctors!

A big part of what makes the LabCAT Program successful is the support from our volunteer proctors. These supplemental examiners play an important role during practical exams and help maintain the accountability and consistency the program is known for.

Each year, LabCAT recognizes a Proctor of the Year, and the 2025 recipient was Daryll Rushing from CTL Thompson Inc. Daryll was recognized for his continued support and efforts in assisting with LabCAT practical exam certifications.

Thank you, Daryll, and thank you to all of our proctors who help keep the program strong.

Congressman Evans Talks Road Funding at Asphalt Plant Tour!

The hot topic was road funding during US Congressman Gabe Evans’ tour to an Adams County asphalt plant on May 26. CAPA collaborated with the National Asphalt Pavement Association (NAPA) and BRANNAN SAND AND GRAVEL CO for a tour of the Brannan Lipan Asphalt Facility in north Denver.

Congressman Evans represents the Colorado 8th congressional district, which spans sections of Adams County, Larimer County, and Weld County. In addition to a walk through of the facility and a briefing on its operations, Congressman Evans provided his perspective on the need for sustainable funding for roads and highways. “Road funding is a basic service of government, and we have to find ways to improve the condition of Colorado roadways.”

Christopher Marvel, Manager, Brannan Sand and Gravel, stated, “We have a lot to showcase as an industry, and as a company, we are proud to have Congressman Evans visit and share his perspective on road funding.

Much thanks to the NAPA PAC and to Mitch Baldwin, Director of Governmental Affairs at NAPA, for their leadership in organizing this tour.

On this Memorial Day, CAPA honors the brave men and women who gave their lives in service to our country.

Their courage and sacrifice laid the foundation for the freedoms we enjoy—and serve as a reminder of the responsibility we all carry to protect and uphold those values. To the families who have lost loved ones in uniform, we offer our deepest respect and gratitude.

Wishing everyone a safe and thoughtful Memorial Day. May we never take their sacrifice for granted.
