EU - Governance in Justice Programme

EU - Governance in Justice Programme We aim to achieve this by working on four interconnected areas, which you can learn about below.

1. Justice Sector Coordination
2.
(1)

The European Union Governance in Justice (EU-GOJUST) Programme supports government and non-government partners in reforming policy and practice to make justice service delivery responsive, accessible, and people-centered. GOJUST specifically aims to develop more responsive and accountable justice services in the country, with a particular focus on those who are most vulnerable, including women, LG

BTI, persons with disabilities, indigenous peoples, and other excluded groups. The programme has a two-pronged approach to strengthening access to justice in the Philippines by combining improvements in the administration of justice and enhancing the promotion and protection of human rights. We work closely with local communities as well as with the Philippine Supreme Court, the Department of Justice, and the Department of the Interior and Local Government - to improve access to justice for all. Strengthening Institutional Efficiency and Effectiveness
3. Increasing Access to the Justice System for Vulnerable Groups
4. Justice Policy and Practice is Informed by Evidence

The programme is implemented through technical assistance by the British Council and logistical and grant management support from the United Nations Office for Project Services (UNOPS).

Looking back on this journey, we are deeply grateful for the incredible work of our EU-GOJUST II grantee, Negrosanon Young Leaders Institute Inc. (NYLI).

Together with KAISAHAN, NYLI set out to bring justice closer to farming communitiesโ€”a path that led to nearly 3,000 agrarian reform beneficiaries supported, 107 community paralegals trained, and countless lives touched. Seeing young storytellers amplify these voices reminds us of why building inclusive pathways to land security matters so deeply.

Take a moment to read their reflection below and celebrate how far this partnership has come. ๐Ÿ‘‡

Defending ancestral domains and natural resources is at the heart of environmental justice.

The European Union in the Philippines - GOJUST Programme is proud to welcome the Legal Rights and Natural Resources Center โ€“ Kasama sa Kalikasan / Friends of the Earth Philippines (LRC) as a first-time partner for their project: Project MAJESTIC (Mentoring Justice and Empowerment Strategies for Indigenous Communities)!

Systemic legal battles take time. Through long-term strategic litigationโ€”setting high-court precedents, defending frontline activists, and challenging flawed policiesโ€”LRC continues to sustain the evolving struggles of Indigenous Peoples.

Under Project MAJESTIC, they are further empowering local environmental defenders in ancestral domains, securing legal protection for vulnerable communities, and anchoring climate legislation firmly around ancestral domain rights.

Swipe through the cards below to see how LRC is championing legal empowerment and protecting frontline defenders across the country! ๐Ÿ‘‡

Designing a child-friendly, integrated justice facility requires more than just infrastructureโ€”it takes shared knowledge and a unified vision.

During a recent writeshop supported by EU-GOJUST, the Cagayan de Oro Justice Zone (CDO JZ) and IACAT came together to map out a coordinated, victim-centered framework for the upcoming Children's Advocacy Processing Center. By adapting proven models, this future facility will streamline protection, legal, and healing services for young survivors under one roof.

We thank IACAT for sharing their journey and guiding this crucial local initiative. Together, we are removing barriers to justice for the most vulnerable.

True, lasting development happens when local communities are placed at the very center of their own progress.

The European Union in the Philippines - GOJUST Programme is proud to partner with Ecosystems Work for Essential Benefits (ECOWEB), Inc. for their landmark initiative: Project ECOSEAD (Enhancing Conservation, Ownership, and Social Enterprises in Ancestral Domain)!

Through Project ECOSEAD, ECOWEB is championing local humanitarian leadership by empowering Indigenous women, advancing gender equality within traditional governance structures, and advocating for national policy changes that give Indigenous women a formal, legally backed voice in tribal governance.

The Department of Justice (DOJ), in partnership with the European Union-funded Governance in Justice (EU-GOJUST) Programme, officially launched its Strategic Planning Activity through a high-level meeting with Secretary of Justice Fredderick A. Vida, bringing together key officials to define the Departmentโ€™s long-term strategic direction, policy priorities, and institutional aspirations.

The activity marked the beginning of a Department-wide strategic planning process aimed at transforming the DOJ into a more resilient, responsive, innovative, and future-ready institution, one that delivers accessible, efficient, and people-centered justice services and strengthens public trust and confidence in the justice system.

In his message, the Secretary of Justice emphasized that the initiative should not merely produce a planning document, but should serve as a catalyst for meaningful institutional transformation capable of responding to evolving legal, governance, and societal challenges.

Among the key priorities identified were the review of the mandates and strategic framework of DOJ offices and its attached and constituent agencies; strengthening institutional and human resource development through capacity-building, digital transformation, and innovation; and expanding access to justice through the nationwide establishment of Katarungan Offices.

Supported by EU-GOJUST and coordinated by the Planning and Management Service (PMS), the strategic planning process will adopt a participatory and evidence-based approach, engaging DOJ offices and its attached and constituent agencies in shaping a shared vision for the Department, one that reinforces the DOJโ€™s role as a trusted institution committed to upholding the rule of law and delivering justice that is accessible, effective, and responsive to the needs of every Filipino.

Having partnered with BALAOD Mindanaw during the previous phase of the European Union in the Philippines-GOJUST Programme, we saw firsthand how organizing youth and survivor-victims as community paralegals empowered them to support others in seeking justice. Through their ALIVE Project, this approach increased survivors' confidence and led to more reporting of cases involving violence against women and children (VAWC), OSAEC- CSAEM, and human trafficking.

Now, with the launch of this new funding cycle, they are scaling up to ALIVE+ to create an even greater impact across Cagayan de Oro City and Northern Mindanao.

Browse through the cards below to see how this fresh funding cycle will help dismantle local barriers and build a safer, trauma-informed, and survivor-centered future for the vulnerable sectors in Region 10! ๐Ÿ‘‡

As the Philippines celebrates its independence, the European Union in the Philippines - Governance in Justice (EU-GOJUST) Programme joins the nation in honoring the freedom, strength, and resilience of the Filipino people.

True independence is sustained when the rule of law is upheld and justice is accessible to everyone. Through our enduring partnership with the Philippine Government, EU-GOJUST remains committed to working towards sectoral reforms that bring justice closer to the people.

Together with the Philippine Supreme Court, the Department of Justice, and the Department of the Interior and Local Government, EU-GOJUST believes that a fair, efficient, and people-centered justice system is the bedrock of a truly free society.
