🐾 DOG FOULING: THANET DISTRICT COUNCIL HAS THE POWERS – BUT WHERE IS THE ENFORCEMENT?

Thanet District Council is consulting on its next Dog Control PSPO.
But Thanet already has powers to fine people who fail to clean up after their dogs.

The figures raise serious questions about how effectively those powers have been used:
➡️ 28 dog-fouling Fixed Penalty Notices were issued in 2009 alone.
➡️ In December 2025, a figure of just 37 dog-fouling FPNs across Thanet over nine years was put on the record at a Full Council meeting.
➡️ In 2026, the council's own Overview & Scrutiny Panel described dog fouling as “endemic across the area”.

So the question is simple:
What is the point of having dog-fouling enforcement powers if they are barely being used?

And if the council doesn't have the resources to do it alone, why not make greater use of other properly authorised organisations? The existing PSPO already allows for an authorised officer to include a partnership agency or contractor authorised in writing by Thanet District Council.

Our petition is calling for effective dog-fouling enforcement, a clear action plan and a proper framework through which appropriately trained and authorised organisations could help.

🐾 1,162 PEOPLE HAVE ALREADY SIGNED.

We don't need dog-fouling powers that simply exist on paper. The question is whether they are being used effectively.

📢 And don't forget ! you can also respond directly to Thanet District Council through its Your Voice consultation platform. This is your opportunity to put the question directly to the council: why are you asking for these enforcement powers if they are simply not being used effectively?
