Founded in 1996, Northeast Energy Efficiency Partnerships (NEEP) is a non-partisan nonprofit driving regional collaboration in the Northeast and Mid-Atlantic to accelerate energy efficiency, electrification, grid flexibility, and workforce development.

Winter heating costs are a growing policy concern as electricity, oil, and gas rates rise. At the same time, many states are pursuing heat pump adoption to meet affordability, energy, and climate goals.

NEEP’s latest report finds that modern rate designs can significantly reduce heating costs for households using heat pumps. We compare energy costs for homes converting from heating with fuels to heating with a heat pump, analyze real-world rate designs, and present an illustrative seasonal rate designed for heat pump users.
