Meet Pratik Rai, an Integrity Icon winner from Nepal in 2023!

Pratik has worked in public services for over a decade. He believes that everyone should be able to access public services with ease. He advocates for a systematic approach to public service delivery, guided by organizational rules and regulations to ensure services are effective.

He is known for his dedication towards his work and his ability to navigate challenging situations with sound judgment and calmness. Throughout this career, he has faced several challenges that have disrupted the smooth delivery of services. He has addressed these situations with patience and dialogue, helping restore effective service delivery.

His colleagues know him as someone who approaches challenges with empathy and fairness, stands firm against political pressure and threats, and always puts service seekers at the center of his work.

Meet Jameel Ahmed Baloch, an Integrity Icon from Pakistan!

In 2004, he was commissioned as a second lieutenant in the army. In 2013, he joined the Pakistan Administrative Services (PAS) and subsequently attended the Civil Services Academy Lahore in 2014.

Jameel Ahmed Baloch has extensive experience working in the Government of Balochistan, both at the district and secretariat levels. He has served as Assistant Commissioner in Khuzdar, Zhob, Gwadar, and Pasni and as a Deputy Commissioner in District Noshki, Gwadar, and Sohbatpur.

He has also held key positions, including Additional Secretary of the Home and Tribal Affairs Department, Additional Secretary to Chief Minister Secretariat Balochistan, and Deputy Commissioner of Khuzdar. Currently, he serves as the Deputy Commissioner of Pishin.

Meet Lachman Maheshwari, Integrity Icon Pakistan 2024! 🌱

With more than a decade in public service, Lachman is helping advance sustainable, inclusive governance through his work with the Government of Sindh.

He led a plantation initiative that preserved over 50,000 trees, achieving a 90% survival rate through consistent care and administrative oversight. His commitment extends to communities and classrooms, where he is strengthening climate education and encouraging people to take part in environmental action.

Meet Neera Adhikari, Integrity Icon Nepal winner from 2023!

She is deeply passionate about advocating for women’s rights, particularly for women with physical disabilities. Neera entered civil service over a decade ago to help drive meaningful change in policy and practice.

As an officer in the Department of Women and Children, she championed disability-friendly infrastructure, advocating for installation of ramps and disability-inclusive training for architects. Her training framework was approved by the government and adopted by other disability-related organizations. Her dedication to public service earned her the Civil Service Award in 2016.

Neera has also played a crucial role in shaping disability-inclusive policies. While contributing to the drafting of the Disability Rights Act, she highlighted the specific challenges faced by women with disabilities. Her advocacy helped lead to the inclusion of a dedicated section addressing their rights and needs.

Through her commitment to public service and policymaking, Neera continues to show how lived experience, integrity, and expertise can help create more inclusive systems.

Meet Muhammad Niaz Khan Kakar, Integrity Icon winner in 2024 from Pakistan!

He is helping restore Balochistan’s forests and fragile ecosystems, leading the plantation of over 50,000 trees and the rehabilitation of degraded, climate-vulnerable landscapes.

He has also built numerous small reservoirs to improve access to water in vulnerable regions. As the drafting lead of the Balochistan Forest Act and Pakistan’s representative at COP28 and COP29, his leadership bridges community-based conservation with climate policy at national and international levels.

Through reforestation, wildlife conservation, and water management initiatives, he is helping reverse land degradation and strengthening climate resilience. His approach combines innovative forestry practices with meaningful community participation to create lasting environmental impact.

Meet Sarmila Subedi, Integrity Icon winner from Nepal in 2024!

A caring and dedicated Public Health Inspector at the Basic Health Services Center in Nepalgunj, Sarmila started her public service journey in 2009. Since then, she has worked across various health centers, building trust and helping bridge the gap between underserved communities and healthcare services.

Sarmila has played a key role in making healthcare services more accessible to marginalized women, especially from Muslim communities. From raising awareness about the health service center to advocating for relocation of the health service center closer to the communities, she has worked to ensure that people can access care more easily and receive required services.

Her compassionate approach and commitment to public service have earned her the trust of the community. And this has contributed to an increasing number of service seekers at the health center.

Meet Enriqueta Odette Ruíz, Integrity Icon Mexico 2025!

She is helping transform governance in Quintana Roo by putting citizen participation and transparency at the heart of her work.

For over seven years, she has worked closely with civil society to co-create policies and reforms that support long-term planning. Her expertise and ability to collaborate with diverse stakeholders were instrumental in the 2022 reform of Quintana Roo’s Planning Law, which established a 25-year vision for the state’s sustainable development.

She also led the formation of the budget transparency platform, making public budget information accessible and encouraging citizen involvement in the management of public resources.

One of her most significant achievements has been creating participatory processes that have engaged over 4,500 people in decision-making, helping rebuild trust between civil society and government. She has also helped integrate the Sustainable Development Goals (SDGs) into Quintana Roo’s public policies.

Odette has shown us what open governance can look like: bringing people together, making information accessible and ensuring citizens have a meaningful voice in the decision-making process.

Meet Dr. Habib Ullah Jan, Integrity Icon Pakistan winner from 2024. He leads the Environmental Protection Agency in Khyber Pakhtunkhwa and works to strengthen environmental policy, improve public health, and implement innovative solutions to tackle pollution and climate change.

Dr. Ullah Jan has also successfully rolled out efficient Hospital Waste Management Rules across 200+ hospitals, integrated climate education at more than 10,000 schools, and pioneered an AI-based emission control system that reduces black carbon by 30%. Meet Manahar Kadariya, Integrity Icon Nepal 2024!

A visionary Senior Agricultural Development Officer in Pokhara, whose initiatives have revitalized the agriculture sector and revived hope for farmers.

He has helped farmers secure more stable and better income by establishing fair prices for 35 regional products, setting up agricultural markets, and branding local products like 'Jetho Budho' and 'Khudo’.

By introducing 'Krishi Ambulance', he provided free service that collects farmers’ products and supports their marketing, and his 'Pokhara Agriculture' mobile app has made agricultural information more accessible.

Through his “one ward, one product” initiative across all 20 wards, he has encouraged diversification of products and increased profits. His leadership is inspiring everyone, especially young people.
