Arrowhead Economic Opportunity Agency The mission of AEOA is to strengthen communities by providing opportunities for people experiencing social and economic challenges.

The Arrowhead Economic Opportunity Agency (AEOA) is a 501(c)(3) non-profit organization established as a Community Action Program (CAP) for Cook, Lake, and St. Louis Counties in response to the 1964 Economic Opportunity Act. AEOA offers services to community members across 12 counties through six service departments including Employment and Training; Head Start; Housing Resources; Housing Services

; Senior and Nutrition Services; and Arrowhead Transit. Not all AEOA programs are offered in all of these counties. Community Action comes out of President Lyndon B. Johnson's War on Poverty and from the advocacy of Dr. Martin Luther King, Jr. In 1964, President Lyndon Johnson signed the Economic Opportunity Act, declaring a "war on poverty." Community officials, service providers, schools, and neighbors came together to plan and implement programs and services to help low-income people and called it "Community Action." AEOA is one of 1,000 Community Action Agencies across the county who together strive to live up to the promise of our founding.

Our dedicated Arrowhead Head Start teachers and educators are ready for classes to begin NEXT WEEK. Around 80 staff members attended a training on Monday to brush up on basics and learn the latest advancements and regulations in early childhood education. Staff also refreshed first aid and CPR skills at the agency on Wednesday.

🎒Classes begin Sept. 9, but enrollments are taken throughout the year (provided space is available). Arrowhead Head Start classrooms are located in Babbitt, Chisholm, Eveleth, Hermantown, Hibbing, Proctor, Two Harbors and Virginia.

Energy Assistance applications are now available!

Minnesota seasons can be temperamental. With colder months fast approaching, now is a great time to apply for AEOA’s Energy Assistance program.

✉️If you received Energy Assistance last year, you will automatically receive an application in the mail.
📝Downloadable applications are available to print from our website. You also have the option to fill out an electronic application online:

❗You only need to submit one application, whether it is the mailed application, a downloaded application, or the online application. ❗

Please note: Funding is not available yet, but applications are being accepted now. Applications are processed in the order that they are received.
