Governor Laura Kelly's ceremonial signing of legislation creating incentives to expand the availability of E15 and higher ethanol blends in Kansas.

The bipartisan measure was a key priority for our association during the 2026 legislative session and will help encourage additional investment in ethanol-blend fuel infrastructure across the state.

A meaningful win for Kansas agriculture, fuel retailers and consumers.

The signing of the E15 tax credit is a practical step forward, supporting expanded access to lower-cost, higher-octane fuel while strengthening in-state demand for Kansas-grown crops. With a five-cent-per-gallon incentive and a clear policy signal, this moves the market in the right direction.

We appreciate Governor Laura Kelly’s leadership and the bipartisan effort to get this across the finish line.

The 2026 Kansas legislative session has officially concluded following Veto Session on April 9–10.

Around 1:00 a.m., we were able to successfully advocate for passage of an income tax credit incentive for fuel retailers to offer E15 and higher ethanol blend fuels. A multi-year-effort to craft and shepherd the bill through the legislature, the tax credit is valued at 5 cents for each gallon sold and is capped at $2.5 million for three years. Before being sent to Governor Laura Kelly for consideration, the Senate passed the bill, 36-2, and the House, 76-45.

The Kansas Legislature has reached First Adjournment.

Week 11 closed out the regular portion of the 2026 session, with lawmakers finalizing legislation and wrapping up conference committee work. The outcome of those final days will shape the direction of energy and biofuels policy moving forward, while some issues remain open.

Lawmakers will return to Topeka on April 9 for Veto Session to address vetoes and any remaining legislative work.
