Last Friday, the Regional One Stop Operator for WDA 1, 2, & 3, Terri Philips had the first in-person quarterly meeting at Employ Milwaukee. Partners participated in a data walk, as an opportunity to collectively review and reflect on survey findings from employees and employers across the region. Together, they identified trends, discussed implications, and uncovered opportunities for collaboration and action in the year ahead.

Susan has over two years of experience working under WIOA, supporting employment placement, skill development, employer engagement, and participant advancement toward sustainable career pathways at West Central Workforce Development Board.

Susan’s favorite success story involved a participant that was unable to continue their Veterinary Technician program and would have to wait 2 years before reapplying after failing a required course.

Susan coordinated a paid Work Experience (WEX) opportunity with a local veterinary clinic within the participant’s community, where they completed approximately 190 hours of paid work-based learning, gaining industry-specific skills, occupational exposure, and increased employability. As a direct outcome, the participant was offered employment at the clinic.

“This experience reflects the effectiveness of employer engagement and work-based learning strategies in supporting participants who face educational or employment barriers,” Susan said.

Jennifer has been a WIOA Career Planner at the Workforce Development Board of South Central Wisconsin (WDA 10) for almost 10 years.

One of her favorite cases involved a participant who could not obtain a driver’s license after incarceration, making him unable to return to his previous position as a mechanic. After focusing on transferable skills, training, second-chance employers, and receiving help from partner programs, he secured a maintenance position at a manufacturing company within four months.

“It was inspiring to observe his humility, positive attitude, and grounded approach throughout his job search, despite the challenges he faced,” Jennifer said. “It is also a reminder of how collaboration between partner programs can directly contribute to success and overall stability.”
