Action not words: The state has launched Project ARCH, which is intended to provide homeless individuals with multiple crimes, a pathway back into society rather than endlessly cycling through jail or shelters. Operated by the Department of Corrections, Project ARCH has identified about 180 beds in three facilities to begin the first phase. The program involves a collaborative effort between judges, defense attorneys, prosecutors and law enforcement and is an outgrowth of a bill passed during the 2026 legislative session.

Robert Marbut, architect of our national homeless policy, and Gloria Gong, an important thought-leader from Harvard, spoke at the 2026 Solutions Utah Conference on homelessness. Marbut extolled “blue-city” mayors who are making significant inroads into solving homelessness and programs that result in self-sufficiency, which he called our “North Star.” Gong focused on the homeless population dealing with mental health and disabilities, saying they need a different approach that includes robust treatment and other supportive services. SLCPD Chief Brian Redd and State AG Derek Brown also spoke.

National homeless officials from HUD and Harvard are in Salt Lake today getting briefed Utah’s most successful homeless programs — TOSA, The Other Side Village, and Switchpoint as well as a tour of the Gail Miller Human Resource Center. The state announced a slight drop in homelessness this year — 1.6% — the first decline in a decade. Gov. Cox attributed the decrease to legislative investment, strong partnerships with local governments, and the work of service providers. The actual numbers were 4,584 to 4,512. Other homeless populations — chronic, unsheltered, and sheltered — have also dipped. By contrast, homelessness had steadily grown 30% from 2015.

The Utah Homeless Services Office released new statistics Tuesday showing 1,021 “high utilizers” in Salt Lake City — those repeatedly using emergency services, jails and shelters — used $51 Million in services. Half have been homeless for five or more years, the longest being 17 years. The OHS has a new mandate from the Governor to see how services can be redesigned to help these individuals shift from heavy reliance on services to more self-reliance.

Project Bridge — an initiative to ensure the homeless have shelter space during May and June — when new money kicks in in July — got off to a great start May 1. Congratulations to the Office of Homeless Services team and state homeless coordinator Tyler Clancy for creating the initiative.
