After two years of work and negotiations with the Legislature and Administration, Governor Gavin Newsom signed CalCIMA-sponsored AB 982 (Carrillo) into law last week.

This is a significant win for California’s construction materials industry, and more importantly, for California’s ability to preserve the locally permitted mineral resources we will need to build housing, roads, bridges, water systems and the infrastructure of the future.

Our sincere thanks to Assemblymember Juan Carrillo and his staff for authoring the bill and sticking with it through two legislative sessions, Governor Gavin Newsom and his Administration for signing it and working through the issues with us, and the California Department of Conservation for its engagement throughout the negotiations.

Most importantly, thank you to the CalCIMA members who brought their real-world operating experience to this effort, and to our CalCIMA policy and legislative team for two years of advocacy, technical work and persistence.
