Today marks the 25th anniversary of September 11, 2001—a day that forever changed the United States of America and touched countless lives. As we pause to remember this solemn milestone, SERCAP honors the nearly 3,000 innocent lives lost, the families and friends who continue to carry the weight of that day, and the courageous first responders, military members, and everyday citizens whose extraordinary acts of bravery and compassion inspired the world.

The events of September 11, 2001 reminded us of our nation's remarkable resilience. In the face of tragedy, Americans came together with strength, generosity, and an unwavering commitment to care for one another. Those same values of service, hope, and community continue to guide us today.

As SERCAP commemorates this anniversary, we encourage everyone to take a moment to reflect, remember those we lost, and recognize those who answered the call to serve. Whether through a moment of silence, prayer, volunteering in your community, or simply reaching out to a neighbor, each act of kindness helps carry forward the spirit of unity that emerged in the days following September 11.

May we never forget the sacrifices made, the heroes who rose in a time of great need, and the enduring strength that comes when we stand together. On this 25th anniversary, we remember, we honor, and we remain committed to building communities marked by compassion, hope, and service.

For years, a Buckingham County mother went to bed afraid that the space heaters keeping her young son warm might start a fire while they slept. Today, she and her son have a home that is safe, and donors to SERCAP’s Annual Fund helped make it possible. Thank you!

The mobile home she shared with her young son had rotting floors and windows, unsafe drinking water, unreliable heat, and an electrical system that could not safely support their space heaters. Small electrical fires sometimes started, and winter nights were filled with fear.

With help from SERCAP, they were able to leave those dangerous conditions behind and move into a safe, comfortable home.

Today, her son has a bedroom of his own. He can take baths, bake cookies, and enjoy the everyday routines of childhood. His mother can finally go to sleep knowing they are warm, safe, and dry.

“We are no longer surviving. We are finally living.”

Government funding covered much of the cost of constructing their new home, but SERCAP’s Annual Fund helped close the critical funding gap that remained and made it possible to complete the project.

Pamplin City, Virginia, is a small community spanning the boundary between Appomattox and Prince Edward Counties. Settled since the late 1700s, the town grew as a railroad hub and commercial center for the surrounding rural areas until the decline of rail travel. Changes in resources have shaped the town’s capacity, making the development of a comprehensive Emergency Response Plan (or ERP) essential for maintaining safe and reliable water systems and ensuring emergency preparedness.

Pamplin faces significant challenges in ensuring a safe and reliable water supply during emergencies. The town has limited staff and resources, which can make it difficult to plan and respond effectively to water system disruptions or failures. Without a formal Emergency Response Plan, there was no structured strategy to maintain system functionality or a safe and adequate drinking water supply.

To address these challenges, SERCAP is partnering with Pamplin to provide technical assistance in developing a comprehensive Emergency Response Plan for the town’s water system. This assistance includes reviewing the town’s current water system operations, identifying potential vulnerabilities, and evaluating options for alternative water sources, based on proximity to the town and overall feasibility. SERCAP is working closely with the town clerk to finalize the ERP and establish emergency response protocols, ensuring the plan meets federal regulatory requirements. The project is ongoing, with further steps planned to complete documentation and implement the ERP.

SERCAP’s partnership with Pamplin is helping the town build the capacity to maintain a safe and reliable water supply during emergencies. By providing technical assistance with the ERP, the town is better equipped to plan for and respond to potential emergencies affecting the water system. Key anticipated impacts for the town include:

1. A structured plan and clear protocols for responding to water system disruptions.
2. Improved access to safe drinking water during emergencies, including identification of alternative sources based on proximity and feasibility.
3. Guidance to help maximize the effectiveness of limited staffing resources.
4. Compliance with federal regulations for emergency response and water system safety.

This assistance demonstrates the critical role of SERCAP’s support for small, resource-limited communities. By providing guidance and technical expertise, this Emergency Response Plan project strengthens Pamplin’s ability to protect residents, respond effectively in emergencies, and safeguard public health.
