African Development Center

African Development Center ADC is a social-profit, community developer, and commercial lender working with all, especially the African community across the state of Minnesota.

ADC provides training, lending, and technical assistance to guide African immigrants and refugees in Minnesota along the path to economic prosperity. Minnesota, like the nation, is struggling to deal with the economic pressures and opportunities of immigration. ADC’s role in this big picture is to create answers on the opportunity side. Our work has corroborated studies showing that increasing the

rates of self-employment and home ownership among “new Minnesotans” contributes to the revitalization of neglected neighborhoods and links mainstream businesses with the state’s estimated $6 billion ethnic economy. According to a report by The Minneapolis Foundation, 13 percent of Minnesota’s foreign born residents in the 2000 Census were from Africa – a higher percentage than in any other US state. Most Africans have come to Minnesota over the past generation as refugees fleeing civil strife in Somalia, Liberia and the Sudan. Other relatively large African populations recently arrived include Nigerians, Ethiopians, and Eritreans. This influx will likely continue. Minnesota offers immigrants an established African population, a strong economy, a good quality of life, educational opportunities, and unskilled jobs that don’t require fluency or literacy in English. In an era of budget cuts at every level of government, mainstream community development corporations lack the funds to expand their services to meet the complex needs of African immigrants. They also lack the motivation to seek out non-traditional clients: Minnesota’s down-payment assistance funds already cannot keep up with existing demand. ADC was created to fill these gaps, and we have achieved spectacular early success. Both in providing services and building capacity, our hard-working staff and diverse board have transformed ADC from a one-person, half-time operation five years ago to a highly-networked corporation serving Minnesota with innovative financial products and services.

Hennepin County Small Business Recovery Fund
Grants for small businesses impacted by immigration enforcement surge

Eligible small businesses may receive one-time grants between $3,000 and $10,000 to help cover two months’ business rent or commercial mortgage payments as they navigate reduced foot traffic, temporary closures due to safety concerns, workforce disruptions, and other indirect impacts due to immigration enforcement actions.

Restaurant Recovery Fund offering emergency grants for local restaurants:

WHAT THIS FUND SUPPORTS:
Funds are provided to help cover hardships impacting ongoing restaurant operations.

Applications for initial grant round will be accepted February 16–23, 2026. Available $500,000 and will make grants of $2,500–$10,000 in the first grant round.

•Minnesota-based restaurants (initial grants will prioritize the Twin Cities)
•Currently operational or temporarily closed establishments
•Restaurant owners or authorized representatives
•Priority will be given to small, independent restaurants that lack a platform to fundraise on their own
•Must have valid Employer Identification Number (EIN)

Emergency Small Business Economic Response Fund:

ADC is proud to support small businesses through the Economic Response Fund. This fund is administered by the Minneapolis Foundation and will provide small grants to Minnesota businesses to help address urgent needs caused by lower sales, unavailable workers, temporary closures, or safety and security concerns.

You will be asked to set up a portal with Minneapolis Foundation. The application is available once you do that.
