What is a Community Welfare System? Let's break it down!
Communities have always taken care of each other. Mutual aid isn't new. It's a value and a practice people have carried for generations, showing up for each other, pooling what they have, filling gaps that bigger systems leave open.
The Community Welfare System takes that same spirit and gives it something mutual aid alone was never meant to carry: structure. Four pillars work together to hold it up.
Put together, it's not a program you drop into a community. Its infrastructure a community builds and owns, strong enough to hold steady long after the initial urgency fades. Let's walk through it:
Pillar 1
Shared Leadership
• Decision-making core of 3-5 people, roles based on skill, not seniority
• Accountability circle reviews and checks their decisions
• Roles rotate every 6-12 months, no one holds power indefinitely
• Structure exists before conflict happens, not after
Pillar 2
Mutual Aid
Resource Pool
• Can be financial, physical supplies, or direct support, whatever your community actually needs
• Sized to what you can sustain, not a one-time crisis response
• Ex: our Mutual Aid Relief Fund, 10-20 families a month depending on the season
Tip: Running dry isn't failure. It's the pool doing its job.

Operational
Programs
• A recurring pattern of need becomes a defined program
• Not reactive. Proven and consistent.
• Example: Nurturing Homes Project, our program that addresses both maternal health + housing instability
• Opens the door to larger investment, from community members or foundations
Pillar 4
Organized Community
Participation
• Volunteer coordination + neighborhood activation
• Doesn't have to come last, activate it when it makes sense
• Works best once other pillars give people a clear way to plug in
• Consistent volunteers often become future leaders of pillar 1
