The PRO ordinance would expand housing regulation in ways that will worsen the city's affordability challenges. It would add new costs, mandates, legal exposure and bureaucracy that discourages investment. Chicago already has some of the strongest tenant protections in the country. Instead of adding regulation and expanding government oversight, let's focus on policies that encourage new housing development, streamline approvals, attract investment and improve affordability.

CAA’s Jon Kozlowski testified today before the Chicago City Council Committee on Housing and Real Estate in opposition to the proposed Protecting Renters Ordinance (PRO).Chicago’s housing affordability challenges are real, but adding more regulation is not the solution. At a time when the city urgently needs more housing supply and investment, the PRO ordinance would add new mandates, administrative burdens, penalties, and legal risks that increase the cost and complexity of providing housing. We encourage the City Council to focus on practical, balanced solutions that increase housing supply, encourage responsible investment, and expand access to affordable housing. The best way to improve affordability is to create more housing opportunities—not more barriers to building and operating housing.
