Partnership for College Completion

Partnership for College Completion PCC advances solutions that address historic inequities in our higher education system.

Partnership for College Completion is a new nonprofit organization launched to catalyze and champion policies, systems and practices that ensure all students in and around Chicago - particularly low-income, first-generation students - graduate from college and achieve their career aspirations. Launching this regional organization is the culmination of a two-year planning process that was led by Fo

refrontโ€™s College and Career Access, Persistence and Success (CCAPS) group and involved hundreds of stakeholders from across Chicago, the region and the nation.

For university , success depends on more than just credits transferring, it depends on a feeling of belonging.

PCCโ€™s blog by Policy Intern, Caroline DeHaven, highlights how stronger institutional support systems, student connection, and intentional campus integration can help close the transfer experience gap in Illinois' system. Read more: https://buff.ly/MutCAHP

๐ŸŽ‰๐Ÿ“š PCC thanks the 104th General Assembly and for the investment in higher education in prison (HEP) programs in its most recent budget legislation.

This investment can open doors that have been closed, strengthen families and communities, and generate a return that far exceeds the cost.

Today, the PCC Student Advisory Council (SAC) visited the Chicago office for their final meeting of the 2025-26 academic year. Our students proudly presented their end-of-year projects, identifying common socioeconomic barriers throughout Illinois' college campuses and proposing unique solutions to address the inequities that students often face while earning their degrees.

We look forward to seeing what these bright minds go on to achieve in their futures, and wish the best of luck to our cohort members who graduated this spring! ๐ŸŽ“๏ธ ๐ŸŒŸ

National research shows that as four-year universities become selective of credits from outside institutions, transfer rates decline. Through strategic support efforts like improved credit mobility, scaled early advising, and clearer major pathways, we can build a system where opportunity flows without barriers. Learn more: https://buff.ly/8jVeTf8

PCC joined with 18 organizations serving students, consumers, veterans, service members, faculty and staff, civil rights advocates, and college access proponents to urge the U.S. Department of Education to enact regulations that strengthen accountability in higher education while protecting both students and taxpayers from low-quality programs.

These 19 organizations are concerned that the proposed regulations fall short of the Departmentโ€™s own stated goal, and risks replicating past failures. Additionally, these regulations would disproportionately affect low-income, Black, Latino, and first-generation students.
