The Commission to Study the Uprooting of Black Communities invites residents, descendants, and community members to share their stories of Black displacement and neighborhood disruption in Charlottesville.

On September 16, community members gathered at the historic Jefferson School African American Heritage Center for a conversation about housing, affordability, development, displacement, racial inequity, and who gets to shape the future of Charlottesville.

The panel featured Shamaal Sheppard, public health policy researcher and co-author of Abundance for Who? Housing Access and Affordability in High-Growth Metropolitan Areas; Latricia Giles, Executive Director of PHAR; and James Bryant, Vice President of the 10th & Page Neighborhood Association, retired educator, and longtime Charlottesville resident.

The conversation was moderated by Terry Tyree, President of the Charlottesville Community Resilience Center, and organized in partnership with members of the Charlottesville Low-Income Housing Coalition (CLIHC).

The discussion explored questions like:
• What does deeply affordable housing actually mean?
•Does building more housing automatically create affordability?
• How has Charlottesville’s history shaped today’s housing challenges?
• Who benefits from development?
• How do we protect community wealth and people’s ability to remain rooted in the communities they helped build?

The research asks an important question for communities experiencing rapid development: Does simply building more market-rate housing make housing affordable for lower-income families?

Know Your Rights: You Have the Right to a Receipt

If you pay rent with cash or a money order, you have the right to ask your landlord for a written receipt.

That receipt matters. It helps you keep proof of payment and protects you if there is ever a question about your rent.

Under Virginia law, landlords must provide a written receipt when a tenant requests one for rent paid by cash or money order. Tenants can also request a rental ledger.

For the past six months, a group of current and former Westhaven residents, along with student filmmaker Aylin Dutt have been working on a short documentary to share the story of Westhaven and LV Collective.

It centers the people behind the politics, bringing a human perspective to how developments like LV impact real lives. You can watch the full film on YouTube (link in bio) and on PHAR’s website. Please consider sharing the video to help Westhaven's story reach more people.
